Job Description

What is the Opportunity?

Under direction of the RBC Bank Chief Controls Officer, the Director 1LoD Issues Governance & Risk Program Oversight role is responsible for the development, implementation, maintenance, communication and driving the holistic management of issues, including but not limited to, the monitoring, oversight and aggregate reporting of issues across the Bank from their identification through remediation and closure. The role will also function as a subject matter expert in the First Line of Defense in the development of an issue management program for all issues across RBC Bank coming from self-identification, independent review and challenge, internal audits, and regulatory findings. This position manages a team of risk professionals and has oversight of the enhanced 1LOD Operational risk programs within RBC Bank to ensure sustainability.

What will you do?

Issues Governance

  • Establish a centralized Issue Governance Function within the First Line of Defense that provides holistic issue and action reporting and monitoring across the Three Lines of Defense at operational and committee/board levels

  • Oversee the implementation and drive the ongoing evolution of RBC Bank's Issue Remediation Program across the Bank

  • Lead 1LOD issue management working group with 1LOD partners to ensure on-time issue remediation based on action plans and escalate at-risk deliverables to management

  • Identify and document issues resulting from control testing, operational risk events and other risk programs including root cause

  • Perform quality reviews of issue and action closure materials with evidence and control testing results

  • Ensure compliance and alignment with enterprise issue management policies and standards

  • Provide input to support RBC Bank's interactions with regulators on matters relating to the Issue Management Program

  • Maintain issue procedures to ensure clarity, applicability, and alignment with RBC Bank and RBC governance documents

  • Oversee and assess the completeness and quality of issue records, which include the end-to-end life cycle of each issue

  • Ensure issue process alignment, including clear roles and responsibilities, across the Three Lines of Defense

  • Advance the approach and methods used to ensure effective issue management processes in alignment with industry best practice and regulatory expectations

  • Lead execution for Controls Office owned issues including regulatory matters

  • Provide training to RBC Bank's 1LOD teams on issues management best practices

  • Assess ongoing Bank compliance with RBC Bank's Issue Management Policy and manage escalations as appropriate

Risk Program Oversight

  • Develop and implement continuous improvements in process, procedure and reporting to proactively address regulatory expectations and to align with industry practices

  • Serve as a voting member of RBC Bank's Enterprise Policy & Review Committee

  • Establish and maintain governance routines for 1LOD RBC Bank models and non-models

  • Collaborate with RBC to drive closer alignment as needed

  • Manage a team of professionals to ensure full engagement and high level of performance in meeting business objectives

  • Provide reporting and oversight on RBC Bank's heightened standards sustainability efforts

What do you need to succeed?

Must-have:

  • 7-10 years of experience in a risk and control function such as risk management, internal audit, compliance

  • 4+ years in the financial services or other regulated industries

  • Experience leading Issue Management activities

  • Strong communication skills (written and oral)

  • Self-motivated professional

  • Bachelor's Degree, or equivalent

  • Knowledge of OCC, FRB, and CFPB rules and regulations

  • Experience with operating in a highly matrixed environment

  • Strong interpersonal, verbal, and written communication skills.

  • Previous experience in financial services industry and/or risk management.

  • Experience with Archer system and corresponding risk modules

  • Technology savvy / self-sufficient with excellent working knowledge of Confluence, Sharepoint, MS Office applications (including Excel and Powerpoint), Archer, Tableau/Power BI

  • Demonstrated ability to think critically and work collaboratively effort.

  • Self-motivation, discipline, task focus, the ability to structure and present work. and a proven record of delivering high quality results within strict deadlines.

  • Must have the ability to multitask and prioritize several concurrent initiatives.
