Program Manager - IPT Lead/Platform Integration

IS4S is seeking a Program Manager to support and lead program activities to include platform studies, integration planning, and execution activities for complex defense systems. This role is designed to flex across the program lifecycle-beginning with study and analysis efforts, transitioning into platform integration leadership, and, as appropriate, assuming responsibility for leading an Integrated Product Team (IPT).

The position supports programs executed under the DoD 5000-series acquisition framework, including Middle Tier of Acquisition (MTA) and Major Capability Acquisition (MCA) pathways for ACAT I-D and ACAT II programs. The role operates from the integration contractor perspective, coordinating across engineering, test, production, and government stakeholders.

Key Responsibilities

Integrated Product Team (IPT) Leadership

  • Serve as or support an IPT Lead, coordinating execution across multiple technical and functional disciplines
  • Facilitate IPT planning, execution tracking, and issue resolution
  • Act as the primary interface between engineering teams, program leadership, and external stakeholders
  • Identify and manage risks, dependencies, and cross-team impacts affecting IPT execution


Studies & Early-Phase Planning

  • Lead or support platform studies, trade studies, and analyses of alternatives in support of new-start efforts, modernization initiatives, and capability insertion opportunities
  • Develop study execution plans and schedules, including identification of phases, decision points, assumptions, and required inputs
  • Coordinate inputs across engineering, integration, sustainment, and external partners
  • Assess cost, schedule, performance, integration, and risk implications of alternative concepts or architectures
  • Deliver study results in the form of actionable, schedule-informed recommendations to support acquisition and investment decisions


Platform Integration & Program Execution

  • Transition from study support into platform integration leadership as programs move into execution
  • Support or lead planning and execution across development, integration, test, production, and fielding phases
  • Integrate technical plans, schedules, and risks to support disciplined execution
  • Support alignment with DoD 5000-series guidance, including execution under MTA and MCA pathways
  • Support milestone events, technical reviews, and transition activities


Required Experience & Qualifications

  • 8-10+ years of relevant experience supporting or leading complex defense or aerospace programs
  • Experience supporting or leading platform studies, integration efforts, or execution planning activities
  • Experience working across engineering, integration, test, and program management functions
  • Working knowledge of DoD 5000-series acquisition policy, including MTA and MCA pathways
  • Familiarity with ACAT I-D and/or ACAT II program environments
  • Strong coordination, communication, and leadership skills in multi-stakeholder environments


Education

  • Bachelor's degree in a relevant field or equivalent professional experience demonstrating the knowledge, judgment, and execution capability required for this role
  • Advanced degrees or certifications (e.g., PMP, DAWIA, INCOSE) are a plus but not required


Desired

  • Experience supporting AFLCMC or similar DoD program offices
  • Experience transitioning efforts from study or planning phases into execution
  • Experience leading or supporting Integrated Product Teams (IPTs)
  • Active or eligible security clearance



Role Impact

This role provides IS4S with a flexible Program Management capability that can be applied where it delivers the most value-whether leading an Integrated Product Team (IPT), serving as a process owner, or directing platform studies and early-phase planning efforts. The position is designed to operate effectively across these responsibilities, enabling IS4S to align program management leadership to evolving technical, integration, and execution needs without creating artificial role boundaries. By supporting disciplined coordination across engineering, integration, and stakeholder teams, this role strengthens IPT execution, improves program coherence from study through integration, and reduces execution and transition risk-while allowing both the organization and the individual to adapt focus as programs mature and priorities shift across the lifecycle.
