Position Summary The Salvation Army Northern Division Headquarters (DHQ) in Roseville, MN, is committed to "Doing the Most Good" by supporting worship, housing, and service centers, addressing community needs, and administering emergency disaster services. The Divisional Property Manager oversees all property operations across Minnesota and North Dakota, ensuring buildings, facilities, and capital projects are well-maintained, compliant, and aligned with organizational standards. This role leads the Property Department, manages construction and renovation projects, coordinates emergency response, and provides technical guidance to corps and programs throughout the division. Wage Range: $101,350 - $119,000 annually, 40 hours a week 2445 Prior Ave N, Roseville, MN 55113 Essential Functions (Approximate time spent)
- Emergency Response & Insurance Coordination: (15%) Serve as the primary contact for division-wide property emergencies and manage related insurance claims.
- Construction Oversight & Owner Representation (15%) Represent the organization on construction and renovation projects, attend site meetings, monitor progress, and ensure compliance with budgets, timelines, and standards.
- Project & Contractor Management (10%) Develop project specifications and RFPs, evaluate contractor bids, maintain preferred vendor lists, and oversee contractor performance for quality and cost-effectiveness.
- Financial & Contract Administration: (10%) Review and process pay applications, verify contract compliance, and maintain accurate project records.
- Property Transactions & Leasing: (10%) Lead due diligence and coordination for property acquisitions and sales; review leases and maintain the divisional lease database.
- Department Leadership & Operations Oversight: (10%) Direct daily operations of the Property Department, ensuring effective communication, workflow, and support across property, facilities, and administrative functions.
- Grant Support & Compliance: (10%) Prepare project estimates and ensure compliance with grant requirements such as prevailing wage and targeted vendor use.
- Third-Party Property Management Support: (10%) Provide guidance to third-party property managers to ensure alignment with organizational standards.
- Systems & Reporting Support: (10%) Provide direction on property-related reporting and data tracking to ensure timely and accurate submissions.
Education & Experience
- Bachelor's degree in construction management, facilities management, engineering, business, or related field; equivalent senior-level experience may be considered.
- 7+ years of experience in property management, construction oversight, facilities operations, or capital project leadership.
- Proven success managing complex, multi-site projects and portfolios.
- Experience with property acquisitions, due diligence, and lease development preferred.
- Experience leading departmental operations preferred.
- Must pass required background checks and hold a valid driver's license meeting MVR standards.

- Advanced knowledge of construction practices, building codes, contracting, and project planning.
- Ability to interpret and develop contracts, leases, and technical documents.
- Strong project management skills with capacity to lead multiple large-scale projects across a broad geographic region.
- Skilled in budgeting, cost estimating, financial review, and contractor evaluation.
- Ability to learn and utilize computerized drawing software, such as AutoCAD, to support property and project documentation.
- Strong organizational, analytical, and decision-making abilities.
- Effective communication and collaboration skills with officers, staff, contractors, and external property managers.
- Ability to manage property emergencies and coordinate insurance and remediation processes.
- Proficient with property management systems, reporting tools, and Microsoft Office Suite.
- Demonstrates integrity, professionalism, sound judgment, and effective leadership.
Working Conditions
- Office-based work with extensive computer use.
- Frequent on-site visits to properties and construction sites across Minnesota and North Dakota.
- Occasional lifting up to 25 pounds.
- Requires responsiveness to urgent property issues, including outside standard business hours.

Supervisory Responsibilities
- Provides full-scope supervision for Property Department staff, including hiring, training, scheduling, assigning work, performance evaluations, and corrective action.
- Ensures department goals and workflows are effectively executed and aligned with divisional objectives.
- Provides technical guidance and supports staff development.
Travel/Driving Requirements
- Operate agency vehicles in support of department functions and organizational needs.
- Frequent travel throughout Minnesota and North Dakota; occasional extended or out-of-town travel.
