Description:
Principal Project Controls Specialist - Cost Engineer - Coal Combustion Products
This role is a 12-month assignment related to project controls cost engineering support for the Duke Energy Coal Combustion Products Midwest Project Portfolio. Role will support schedule reporting & analysis for multiple project sites across the company"s Midwest service territory.
This position is responsible for leading the development of the cost management reporting systems for project controls assignments. It performs complex aspects of individual project cost estimating, and detail job cost control along with scheduling and change management documentation while reporting up to program or portfolio level. The Principal Project Controls Cost Specialist is a critical position as the expert/ lead the project controls core competency area of Cost Engineering. This position supports Project Managers and Project Directors on projects and programs of varying size and complexity. The Principal PCS will be expected to lead / direct the set up and reviews of the project controls status (cost, contract, WBS, schedule, resource, etc.).
Using prescribed methods and tools, the position is responsible for performing primary aspects of project control assignments. The position is considered a technical, SME, support position and requires college level reasoning via formal education or work experience. It requires understanding and application of complex project controls principles. This position must be an expert with various computer applications with analytics that relate to schedule, cost, and risk. This position requires expertise / mastery with regards to the use, understanding and application of project controls principles and associated project controls software tools.
The candidate will be responsible for:
1) Develop, review and analysis of detailed job cost report including assessment of cost commitments, month end accruals, month end actuals adjustments, journal entries, remaining cost assessment and forecasting, purchase orders/contracts invoicing check, contingency drawdown, risk profile balancing, estimate at completion cost assessment, and multiple variances and tending analysis to further drive capital forecast predictability.
2) Assessing project schedule and cost estimates, including estimate basis and qualifications.
3) Review and reporting of project monthly status reports as provided by Duke Energy and its vendors.
4) Monitoring compliance with department requirements and Enterprise Policy and Standards.
5) Providing analysis and forecasting of project cost performance.
6) Assist PMs in project risk quantification, analysis, and management
7) Updating project cost and risk information in Duke systems and tools
8) Track and manage changes to the project scope, schedule and cost baseline
The applicant should have detailed knowledge and experience with:
A) Multiple cost management and control practices
B) Various cost estimating techniques
C) Project Risk Management best practices
D) Review and analysis of contractor and vendor performance
E) Duke Financial and cost management systems
F) Project Change Control processes
Required Qualifications:
Graduation from a four-year college or university - business, finance, project management, engineering, technical, or equivalent.
Minimum of 7 years of project controls experience.
Minimum of 11 years of project controls experience in lieu of a degree.
Proficiency / Expertise / Mastery with project management / project controls concepts / computer applications / analytics; strong collaborative team member.
Ability to lead complex assignments
Exceptional communication skills
Preferred Qualifications:
Masters - business, finance, project management, or equivalent.
PMI or AACE certification (the following or equivalent are acceptable - PMP, CAPM, PMI-SP, AACE-CCC, AACE-PSP, AACE-CEP, AACE-EVP).
Demonstrated expertise in using Software such as MS Office Suite, Primavera, Business Objects, Prolog, Passport, Visio, Access, Powerplant, Maximo or EAM, PeopleSoft, Risk management tools / Monte Carlo analysis.
Expert user of Excel
Prior Duke Energy or Utility experience.
Typical Weekly Schedule: 40 Hours, Monday through Friday, with travel to the Midwest project sites three days per week.
