SUMMARY OF THE ROLE
Serves as the primary security leader for NextDecade at the Rio Grande LNG (RGLNG) facility and all other locations in the Brownsville/Rio Grande Valley area. Provides input, recommendations, guidance, and/or direction concerning security issues to Operations & Maintenance, Engineering & Construction, and other business units as required. Manages the physical security functions to include the protection of physical assets and the securing of physical space. Responsible for the direction, oversight, and evaluation of in-house and contract security employees. Authorized and responsible for intervention whenever conditions are identified pose an immediate threat to life or health or pose a risk to property or equipment. Establishes and maintains an active liaison with security representatives of local, state, and federal law enforcement organizations: and all other applicable authorities.

KEY RESPONSIBILITIES:
  • Prepares, writes, updates, and reviews security plans, guard post orders, canine assets, to include the FSA and FSP to remain in compliance with MTSA.
  • Serves as Facilty Securtiy Officer (FSO).
  • Be the leader of the above and the primary point of contact with all regulatory security agencies and other external stakeholders.
  • Lead USCG Facility Security Plan development and implementation in collaboration with relevant NextDecade staff and external stakeholders.
  • Manage or support emergency drills and assessment evaluation when required.
  • Conducts security risk assessments, assesses intelligence and provides executive protection when called upon.
  • Develop and conduct comprehensive physical security training.
  • Conduct and evaluate security exercises and drills that test the protocols and procedures, resolving the efficiency and functionality of such plans.
  • Ensures operational security readiness.
  • Develop updates and audits security programs submitted to government authorities
  • Develop updates and reviews security training programs to ensure compliance with applicable regulations
  • Manage security incidents ensuring swift resolution, minimal disruption, and identifying lessons to improve processes and responses continually.
  • Build partnerships with internal stakeholders to enable their work and to maintain a secure work environment.
  • Acts as First Point of Contact for escalation of issues on Physical Security and responds accordingly.
  • Ensure compliance with all applicable policies, procedures, rules, and regulations.
  • Identify crime trends/issues, potential risks and security hot topics and develops effective mitigations and response.
  • Creates close working relationships with Federal, State and Municipal law enforcement agencies and intelligence agencies to glean and assess intelligence information that could impact the company or its personnel.
  • Assists and performs physical security risk assessments, audits, and inspections of NextDecade locations and makes appropriate recommendations to improve the protection of assets.
  • Develops professional relationships with departmental stakeholders, security service providers and regulators to review assigned security programs and drive continuous compliance improvement.
  • Performs regular outreach visits and audits to ensure compliance with applicable security regulations at all NextDecade locations.
  • Develops data driven reporting to show compliance and performance trends for responsible programs.
  • Formulates and tracks KPI's to measure security and guard force performance.
  • Works with internal and external partners to ensure tools (e.g. systems, reporting, performance monitoring, process aids, etc.) are in place to ensure efficient and compliant implementation of required measures.
  • Represents NextDecade at industry trade association meetings as requested.
  • Maintain lists of all critical emergency contacts that the company may need in a security event.
  • Leads security audits and prepares annual Security Assessment.
  • Identifies the need for, develops, reviews, and evaluates security related reports, surveys, and audits. Ensures security employees are adhering to security procedures through constant evaluation and frequent patrol of RGLNG property.
  • Prepares security related reports and information for management as required.
MINIMUM REQUIREMENTS:
  • Minimum 10 years of experience related to the knowledge and skills demanded by the position (e.g., armed forces security, military police, federal law enforcement, or corporate security).
  • Background which consists of the ability to obtain the necessary licenses as required by the position.
  • Ability to obtain and maintain a security clearance.
  • Ability to obtain FSO Certification.
  • A high level of interpersonal skills and social sensitivity are required. The candidate comes into contact with employees at all levels of the organization. The candidate is a resource for the organization and must be an effective listener and communicator. The candidate must set an example in attitude, behavior, and work ethic.
  • Demonstrates professional judgment, problem-solving skills, and an ability to handle and direct personnel in stressful situations.
  • Demonstrates supervisory proficiency as it relates to performance monitoring, coaching, and performance review.
  • Capable of interacting with executive staff, other company employees, clients, and vendors (as may be necessary for the completion of assigned duties).
  • Demonstrates command of private security operations.
  • Capable of evaluating a range of situations with minimal supervision to arrive at a proper solution.
  • Possesses advanced computer skills necessary for report writing, interdepartmental communication, PowerPoint presentations and records management and related Windows-based software.
  • Possesses and maintains a professional attitude, bearing and appearance.
  • Demonstrates an ability to multitask with strong organizational, project management, and problem-solving skills.
  • Must be able to obtain and maintain a TWIC card
  • Advanced understanding and experience with Physical Security Technology Systems and Software.
PREFERRED QUALIFICATIONS:
  • Bachelor's degree in a related field of study is preferred.
  • Federal law enforcement experience working with critical infrastructure and MTSA.
  • Experience managing a global access control system.
  • Equivalent experience in managing a large robust guard force and an MTSA regulated facility.
  • Experience with assessing corporate security risks.

* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.
