*Description*
Responsibility Level C (Class Code VANH): Under administrative direction, performs the highest level administrative work of the most complex nature, or conducts special research and analysis requiring a high level of discretion in organization and policy matters, independence in handling a variety of sensitive personnel matters, and the supervision of program professionals and/or other administrative staff. Assignments are made to a large organizational component or facility with the responsibility for total plant or program management and administration. Minimum Qualifications -Education: Possession of a baccalaureate degree from an accredited college or university with a major in -Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field. Substitution for the required degree: Successful completion of at least 60 semester or 90 quarter units from an accredited college or university which included courses in English Composition, Social Science, Behavioral Science and mathematics transferable to the California State University System for credit, and two (2) years of full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program. Substitution for the required academic major: Either one (1) year of full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program, or possession of a Master's degree in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field may be substituted for the academic major. Experience: Level C: At least 36 months full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program is required. Substitution (Levels B and C): Possession of a Master's degree in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field may be substituted for one (1) year of the required experience. Knowledge, Skills, and Abilities Knowledge of: -Accepted principles and practices of health or hospital administration including organization, administrativetechniques, standards, policies and laws -The organization and work of various Health Services Divisions and outpatient clinics -Federal, State and County Codes, laws, rules and regulations controlling and influencing Health Servicesfiscal operations -Accounting and budgeting principles and practices -Principles of supervision Ability to: -Gather and analyze factual data Analyze administrative problems and effectuate needed changes Interpret and apply rules, regulations and laws -Supervise the work of others Establish and maintain effective working relationships with professional, medical and administrative staff, and representatives of other agencies -Prepare clear and concise reports and correspondence Typical Tasks Plans, coordinates and directs the administrative operations of a major functional division or organizational component of the Health Services Department Directs the preparation, allocation, allocation adjustment, and administration of the Division's or organizational component's annual budget -Oversees the budget monitoring process as well as the review and approval of all expenditure exceptions to the budget -Directs the negotiation, development and administration of all controls within the Division or organizational component for equipment and services -Directs personnel activities within the Division or organizational component Supervises administrative and program staff Directs the development of administrative policies and procedures -Ensures that the standards of accrediting and regulatory agencies are met -Conducts or directs the conduct of special projects and studies to improve administrative support and maximize services -Participates in committee activities as appropriate -Advises and consults with community advisory boards or interest groups regarding management and program activities -Develops and implements goals that effectively ensure collaboration of all aspects of a major functional division or program component -Identify problem areas and goals to improve communication and working relations of the overall operations of a major functional division or program component Establishes and maintains ongoing training and staff development programs *Skills* Procurement, Purchasing, Vendor management *Top Skills Details* Procurement,Purchasing,Vendor management *Additional Skills & Qualifications* None *Experience Level* Expert Level *Job Type & Location*This is a Contract position based out of Martinez, CA. *Pay and Benefits*The pay range for this position is $60.00 - $69.00/hr.
