The State Highway Administration's (SHA) Asset Management Office (AMO) is recruiting for a Project Manager (Transportation Engineer V) position in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy only in this classification.
Nature of Work: The Project Manager position with the Asset Management Office (SHA AMO) provides project and engineering support services, including contract management. The main purpose of the position is to act on behalf of the AMO Director's Office to direct the work of consultants and project teams for the Enterprise Asset Management Program key initiatives and services. The duties of the position include performing, assigning, and reviewing work related to advanced performance-based planning and programming analyses, project management, and engineering and technical contract services. The Project Manager will represent SHA and AMO interests with SHA financial and business offices, project planning, engineering, and delivery teams, consultant firms, and other state agencies, as needed. This position is responsible for the Office's financial transactions, informing advanced data analyses and system performance reporting, and for managing the tracking of on-time/on-budget project delivery funded through AMO capital funds. The Project Manager directs the work of permanent, temporary, and contractual staff assigned to AMO and will be responsible for their on-the-job training, assigning duties, and reviewing work.

Qualifications

MINIMUM QUALIFCATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Five (5) years of experience in professional engineering.
Selective Qualification: Two and a half (2.5) years of the required experience must include performance-based planning and programming management or contract management. *This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability). Preferred Qualifications: The ideal candidate should possess the following:
- Professional Engineer license or GIS Profession Certification
- Knowledge of state procurement regulations for Architectural/Engineering (A/E) procurement or COMAR as it relates to regulations for Architectural/Engineering (A/E) procurement.
- Knowledge of transportation project engineering and management practices.
- Knowledge of SHA's process to plan, design, program, and deliver projects.
- Experience using SHA financial management systems (e.g., FMIS, MSTAR, EPICS).
- Project management principles and practice skills.
- Experience maintaining complete, accurate, and retrievable records for review by in-house teams and external authorities, including legislative auditors.
- Familiarity with deploying latest data analytic and visualization tools (e.g., excel, Power BI, ArcGIS).
- Ability to ensure accuracy of complex financial and project data, documents, and transactions.
- Ability to work in high-volume environment with constrained resources, and to set priorities for the work tasks of others.
- Ability to provide strong customer service consistent with SHA business practices.
Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.
