TISTA Science and Technology Corporation is seeking to hire a Technical Project Manager to join our team!

TISTA is seeking a Project Manager to provide management, direction, administration, quality assurance, and leadership of project staff execution for each of the assigned Service Programs. This person will provide day-to-day support of financial services programs and projects including quality monitoring and SME-level inputs to improve the overall performance of the assigned programs/projects. Responsibilities include risk management, configuration management, and budget and cost analysis, release support, and assessment and authorization support to VA IT development/ sustainment project(s).

Responsibilities

  • Provide day-to-day management guidance and direction to project personnel in the execution of tasks defined in the PWS.
  • Use proven project management and software development methodologies, including Large-Scale Scrum (LeSS), SAFe, VIP and Process Asset Library (PAL) that assure that all contract-driven activities are identified, documented, and tracked so that the contract shall continuously be evaluated and monitored for timely and quality service.
  • Proactively monitor the performance of Programs and Program-related Projects.
  • Provide expert SME input to PMO and client leadership that will improve the overall maturity of the PMO and programs responsible for.
  • Manage team assignments and oversee daily tasking of project teams in close collaboration with Scrum Masters.
  • Maintain and improve Program/project related process documents in the PM Playbook.
  • Act as primary interface with the client and ensure client's needs are met within the scope of this project and our contract.
  • Provide project financial and resource management to ensure programs/projects are staffed adequately to meet all time-lines and requirements in scope.
  • Identify, communicate, mitigate and manage project risks; provide weekly updates to Portfolio Risk Manager on issues/risks requiring escalation.
  • Manage resources and project to cost, schedule and performance, aligned with time-lines established in the Project schedule, prepare weekly resource utilization reports and monitor progress.
  • Prepare and deliver on time input to contractual deliverables such dashboards, pipeline, and monthly status reports.
  • Provide quality assurance over program/project deliverables and ensure timely submission of all contractual deliverables.
  • Participate in PI-Planning sessions and support Portfolio Director as required and keep the tap on project life-cycle within the programs and ROI tracking for service line managers.
  • Apply scaled lean agile methodology and framework (SAFe).
  • Manage the project in compliance with VA's Veteran-focused Integration Process (VIP) governance model.
  • Manage multiple projects aligned with the program/service line.
  • Demonstrate a deep understanding of full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process re-engineering, structure and management practices.

Qualifications

  • Minimum 10 years' experience required.
  • 5 years of experience leading a program using Large-Scale Scrum (LeSS) and SAFe.
  • Experience managing program management tasks within VA, specifically working knowledge of VA's VIP management process.
  • Knowledge of methodologies, technologies, frameworks, and toolsets such as Agile methodology, Scaled Agile Framework (SAFe), Pega technology, VIP, Project Management Institute Project Management. Body of Knowledge, Lean Six Sigma (LSS), and Electronic Data Interchange (EDI) technology.
  • Deep understanding of scaled agile development methodologies (SAFe).

Education:

  • Minimum Bachelor's Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline.
  • Additional 8 years' relevant experience may be substituted for Bachelor's degree.
  • Certified in Leading SAFe 4.5 (or higher) (nice to have).
  • Certified Project Management Professional (PMP).
  • Certified Scrum Master (preferred).

Clearance:

  • Ability to obtain Moderate Background Investigation (MBI) clearance.

Location:

  • Remote, USA.

Pay Range:

  • The pay for this position ranges from $65,075 to $75,250.
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
