Job Summary Leads team of planning leaders charged with developing capital work plans, analysis and presentations. Manages the segment capital program planning efforts that deliver measurable results in gas systems and resource planning, budgeting/forecasting, infrastructure/asset management, and capital allocation. Ensures collaboration with state leadership, engineering, gas operations planning, finance, regulated revenue organizations, and local operations. Capital Planning has a responsibility to optimize capital spending and infrastructure investment plans by driving a culture of continuous improvement and project management through common methodologies, tools, and training that promote consistent and predictable results. Establish joint accountability and shared metrics with these key business partners to ensure alignment between organizations. Close partnerships must be maintained between key organizations to drive successful outcomes. Provides strong and inclusive leadership in a manner that engages employees, establishes a culture of trust and accountability and creates a strong pipeline of talent.
Essential Functions
Partners closely with key stakeholders to deliver work plans that are aligned, maintain compliance, meet customer needs and drive overall business objectives. Lead annual capital planning, mid-year review and quarterly/monthly forecast processes by developing guidelines, establishing timelines, standardizing information requirements, and analyzing capital projections submitted by engineering Leads efforts to prepare quarterly capital presentations reviewing capital spend, productivity metrics, and plans Ensure that overall capital work and resource plans align infrastructure investments with risk reduction, stakeholder commitments, and financial targets Lead team by providing overall guidance in preparation and presentation of plans and deliverables that achieve: work and investment prioritization, asset maintenance and replacement strategies, flex up/down considerations, long and short term work plans, timely and accurate budget and performance metrics, capacity modeling, variance explanations, risk identification, clear recommendations, ensure accuracy and data integrity, tracks performance and other critical aspects of work plans. Collaborate with asset owners, finance, and engineering managers on the development, implementation, and maintenance of capital approval policies and practices Maintain an infrastructure portfolio detailing age/condition replacement needs and operational risks Standardize gas distribution infrastructure analyses to optimize capital investments. Challenge the "status-quo" of existing capital budgeting/allocation processes to ensure new processes are efficient and flexible to support ever-changing corporate requirements. Maintain process controls and compliance with Sarbanes Oxley (SOX) requirements Improve capital spending efficiency and return on invested capital Provide strong and inclusive leadership in a manner that provides engaged employees as well as a pipeline of leaders. Work with Manager of O&M Planning to achieve goal of integrated capital and O&M state plans Create and maintain a culture where all people feel valued and have an opportunity to grow and develop
Required Qualifications For Position
Bachelor's Degree in Engineering, Accounting, Finance, Business Management or equivalent professional work experience 3-5 years of experience in operations or finance Strong verbal/written communication skills Strong quantitative and analytical skills Ability to interface with all levels of management Solid Microsoft Excel, Access, Word, and PowerPoint skills Knowledge of Integration Center activities and responsibilities Established relationships with leaders across multiple states Knowledge of company's work management, GIS, planning and financial systems / reporting tools
Preferred Additional Qualifications for Position
1+ years of management/supervision experience Experience in work scheduling, capital or O&M planning, construction operations or finance roles associated with such work Experience in developing functional business/operating plans and strategies Experience in managing staff across multiple locations and lines of business Experience in facilitating change and building high-performance cultures

Salary Range*: $133,400.00 - $200,100.00
*The salary offered to a candidate is based on several factors including but not limited to the candidate's skills, job-related knowledge, and relevant experience, as well as internal pay equity. Posting Start Date: 2026-02-02
