C4ISR Enterprise Systems Portfolio Analyst

The Opportunity:

As a defense mission professional, you'll bring your in-depth understanding and expertise to support a senior defense client in strategy development, implementation planning, and acquisition, transition, and resource-related assessments for communications systems related to Command, Control, Communications, and Computer (C4) and Intelligence, Surveillance, and Reconnaissance (ISR) user segments, mission management, and ground infrastructure. You'll apply leading-edge principles and concepts gained from prior OSW or DoW Component HQ level staff officer experience to provide expert technical, acquisition, and program support for C4ISR communications networks, systems, subsystems, and programs for joint service, allied, and coalition tactical communications and ISR programs and architectures.You'll be a trusted advisor to our clients, and we'll look to you to identify, analyze, and evaluate complex systems, policies, and processes, operate with substantial latitude to lead decision analysis for addressing complex DoW acquisition and investment problems, provide recommendations and execute plans to optimize portfolio investments, and reduce enterprise risk. You'll mentor employees in both DoW decisions processes and technical competencies.You'll develop correspondence per DoW guidance and use DoW tools, run in-person and virtual meetings using DoW provided capabilities, manage issues and action items, analyze information for trends, and consolidate information for senior-level awareness and decision-making.

You'll guide the work we do for C4ISR Enterprise Systems and the solutions we deliver, including recommendations on the design, systems engineering, and the acquisition of voice, video, data, and messaging systems focused upon modernizing and strengthening communications, networks, and command and control (C2) for the DoW's C4ISR enterprise.

You Have:

  • 7+ years of experience working with technical, acquisition, or program support for C4ISR communications networks, systems, subsystems, and capabilities

  • Experience executing the action and staff officer role on OSW, Joint Staff, or Service or Agency-level headquarter staff, including developing strategies, decision briefs, and information papers and analyzing policy documents for the DoW

  • Experience developing strategies, decision briefs, and information papers and analyzing policy documents for the Department of War

  • Experience with the DoW Adaptive Acquisition Framework (AAF) and the Joint Capabilities Integration and Development System (JCIDS) or Planning, Programming, Budgeting, and Execution (PPBE) process

  • Experience working as part of a cross-functional delivery team, integrating and incorporating detailed technical data from multiple team members into executive level decision-making products, and effectively communicating the findings, insights, and recommendations to senior-level clients

  • Knowledge of DoW use of, and governance for, satellite communications or wireless terrestrial communications systems for C4ISR user segment, mission management, and ground infrastructure

  • Ability to work independently, creatively, and analytically in a problem-solving environment, anticipate client and stakeholder requirements, engage proactively, and work with minimum oversight or direction

  • TS/SCI clearance

  • Bachelor's degree

Nice If You Have:

  • Experience implementing, modernizing, or transitioning C4ISR communications technologies and capabilities

  • Experience delivering expert technical advice and assistance for communications capabilities within joint Service, allied, and coalition ISR programs and architectures

  • Experience writing and synthesizing data from multiple sources into comprehensive technical documents that are easy to comprehend

  • Experience with analytical activities for U.S. government acquisition programs, including stakeholder requirements definition, requirements analysis, test and evaluation, trade studies, or architecture design per U.S. government processes

  • Ability to pay strict attention to detail

Clearance:

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $86,800.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
