What You'll Do Day-To-Day

    Develop compliance plans and scenarios that successfully align company offerings with the needs of well identified customer or user segments.
  • Optimize workload, validate demands for method improvements so that the Unit reaches a competitive level of excellence and efficiency.
  • Define the required level of skills, propose and implement development initiatives and plans so that the team reaches the required level of performance and skills to carry out its mission.
  • Propose and implement a negotiated budget, cost reduction and investment improvements so that the group reaches its financial objectives.

Preferred Skills/Knowledge

* The licensing and compliance manager shall have a bachelor's or advanced degree in a technical field, with at least two years' experience in the nuclear or general environmental, safety and health field, or a combination of education and experience judged appropriate by the manager of the EHS&L function.
* Experience in Fuel Cycle Facility Licensing or similar field
* Knowledge of NRC regulations and practices related to Nuclear Fuel Manufacturing Facility Licensing
* Knowledge of Fuel Cycle Facility regulations and practices, NRC, EPA, WDOH, WDOE and other local regulatory agency requirements
* Strong written and verbal communications
* Ability to work effectively with all levels of staff, management, and regulators
* Demonstrated strong problem identification and resolution skills with emphasis on "root cause" analysis

As a Licensing and Compliance Manager in Richland, WA, you will be part of the proven team in the Fuel Business Unit. Your work will include

* Leading licensing efforts with the U.S NRC, U.S. DOT, U.S. State Department, Washington State Department of Health, Washington State Department of Ecology, Benton County Clean Air Agency and the City of Richland.
* Advise other Framatome organizations on regulatory requirements associated with 10CFR 20, 0CFR 51, 10 CFR 70, 10 CFR 71, 10CFR 74; and WAC 246-220-250 as it applies to the Nuclear Fuel Manufacturing business.
* Provide input regarding regulatory requirements associated with the Licensing and operating of Nuclear Fuel Cycle Facilities.

The Licensing and Compliance Manager function of EHS&L (Environmental Health Safety and Licensing) has responsibility for

* The Licensing and Compliance manager is responsible for program development and implementation and staff management.
* Acquiring and maintaining environmental, health, and safety-related licenses and permits as required to operate the Richland facility
* Technical responsibility for the plant nuclear material accountability
* Responsibility relative to radiological environmental programs is shared with the Radiation Protection function.
* Technical responsibility for the plant environmental safety function which includes an Environmental Engineer who monitor the day-to-day activities required to comply with effluent monitoring requirements.



What You'll Bring

  • Bachelor's Degree in a related field or equivalent work experience in lieu of degree.
  • Minimum of 8 years of related experience.
  • Expert knowledge of federal, state, local, and company regulations, with the ability to assist in developing and enforcing policies to ensure compliance.
  • Excellent communication skills with ability to work effectively with all levels of staff, management and customers as required.
  • Ability to develop and maintain good interpersonal relationships; work collaboratively within a team environment.
  • Advanced problem identification and problem resolution skills.
  • Leadership ability to manage multiple tasks and projects through subordinates.

At the Richland Horn Rapids Road (HRR) Facility, individuals hired into this position may have additional applicable duties and qualification requirements as set forth in the HRR Nuclear Regulatory Commission (NRC) Special Materials License and / or HRR Fundamental Nuclear Material Control Plan (FNMCP).

  • Salary: $126,000 - $171,000 per year, and may also include annual incentives and performance bonuses. The base salary range is a guideline. Individual total compensation will vary based on factors such as qualifications, skill level, competencies and work location.
