Job Description

Kearney & Company is seeking a part-time General Engineer to join our team! The General Engineer position will be responsible for ensuring compliance with applicable construction terms and conditions for RESTORE grants. Please note that this position is two to five hours a week. Responsibilities include but not limited to:

  • Reviewing grant applications to ensure compliance with applicable construction terms and conditions for RESTORE grants.
  • Ad-hoc activities as required

Qualifications

Required Qualifications

  • Engineering degree - Civil, Environmental, Construction Management or similar
  • Minimum 6 years experience in construction management, civil engineering and/or environmental engineering
  • Must have no conflict of interest with any RESTORE grantee
  • Expert knowledge of, and experience in, construction management, civil engineering and/or environmental engineering.
  • Expert demonstrated ability to identify, analyze, and resolve complex issues related to compliance with environmental and other requirements for construction and/or environmental restoration projects.
  • Expert demonstrated ability to identify, analyze, and mitigate scope, schedule, and budget risks to construction and/or natural resource and restoration projects.
  • Demonstrated expertise comparing onsite construction progress to approved plans and specifications and noting any discrepancies.
  • Demonstrated expertise reviewing change orders and determining whether they are appropriate and allowable per the terms of the construction contract.

Preferred Qualifications

  • Licensed engineer in civil or environmental
  • Experience with land management restoration projects
  • Knowledge of grant programs to effectively translate new and existing policy and Federal grant directives related to construction and/or natural resource and restoration grants into policy, guidance, and procedures.
  • Expert knowledge of construction materials and sources and understanding of supply chain issues.
  • Strong demonstrated project management expertise and the ability to track, report on, and drive project progress from concept to execution to closeout.
  • Knowledge of applicable federal laws and regulations pertaining to property standards, including real property, equipment, supplies and intangible property.
  • Strong research skills, for example, the ability to conduct the market research required under the Build America, Buy America Act (BABAA) provisions of Infrastructure Investment and Jobs Act (IIJA) to determine the availability, cost, and suitability of domestic alternatives for proposed foreign-sourced iron, steel, manufactured goods, or construction materials, which may include consultations with other Federal agencies and/or industry associations and/or outreach to individual potential domestic suppliers.
  • Ability to explain complex construction and environmental issues to individuals without a construction/ environmental background.
  • Strong interpersonal and technical assistance skills
  • Experience with Federal grants
  • Strong knowledge of federal grant regulations (2 CFR 200) and applicable agency-specific requirements.
  • Familiarity with risk assessment methodologies for grant programs.
  • Demonstrated ability to develop and review grant applications, budgets, and supporting documentation.
  • Strong service orientation, with an understanding and appreciation of the customer requirements.
  • Foster an efficient, innovative, and team-oriented work environment.
  • Utilize technology to share knowledge with team members, develop skills, and continually learn.
  • Proficiency with grant management systems and Microsoft Office Suite (Excel, Word, Outlook).

The expected salary range for this position is between $93,000 and $180,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
