Overview

The Senior Specialist will be the subject matter expert (SME) as it relates to compliance with all the environmental, health, safety regulations, programs, and procedures within Steam Operations. The individual will provide guidance and consultation for the attainment and maintenance of environmental, health, and safety compliance and the achievement of operational EH&S work goals. This role will oversee all matters pertaining to environment, health and safety and will ensure proper records are kept as required by law and corporate instruction. The person in this position will initiate needed changes to provide improved health and safety conditions.

Responsibilities

Core Responsibilities
  • Conduct compliance reporting, inspections and tests, incident investigations, program implementation, documentation, and project safety oversight.
  • Perform training of personnel in various safety and industrial hygiene subject areas.
  • Conduct and document Job Site Safety Exchanges, inspections and assessments of company and contractor personnel regarding work practices.
  • Assist with coordination of the companys response to environmental incidents such as spills and releases so that reporting, cleanup, response operations and waste management are conducted safely and in compliance with all regulatory and company requirements.
  • Ensure all personnel use sound EHS practices in accordance with company policy and government regulations.
  • Review procedure development and maintenance, incident report development and recordkeeping activities.
  • Conduct vendor Environment, Health and Safety Plan reviews for ensuring vendor compliance with company policy and government regulations.
  • Serve as an asbestos SME providing guidance and counsel to operations regarding removal, clean up and disposal of asbestos ensuring compliance with all regulatory and company requirements.
  • Perform other related tasks or assignments as required.

Qualifications

Required Education/Experience

  • High School Diploma/GED and 5 years of relevant experience or
  • Associate's Degree and 4 years of relevant experience or
  • Bachelor's Degree and 3 years of relevant experience or
  • Master's Degree and 2 years of relevant experience

Preferred Education/Experience

  • Associate's Degree in Safety, Engineering, Physical Science, Chemistry, Physics, Biological Science
  • Bachelor's Degree in Safety, Engineering, Physical Science, Chemistry, Physics, Biological Science
  • Master's Degree in Safety, Engineering, Physical Science, Chemistry, Physics, Biological Science

Relevant Work Experience

  • Must be a highly motivated individual, demonstrate a strong Commitment to Excellence, and understand the vital importance of personal accountability, required.
  • Must have excellent organization skills and ability to successfully complete multiple tasks without compromising quality or timeliness, required.
  • Must be able to effectively interact with various levels of personnel, required.
  • Experience in Operations or EH&S as noted above. Demonstrated understanding of Steam Operations, preferred.
  • Knowledge of EH&S regulations, preferred.
  • Knowledge of EMIS, SHIMS, and MAXIMO, preferred.

  • Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc.

Licenses and Certifications

  • Driver's License Required
  • Other: NYSDOL Asbestos Project Monitor certification, preferred
  • Other: NYSDOL Asbestos Supervisor certification, preferred

Physical Demands

  • Ability to respond to system emergencies
  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to work in adverse conditions that include, noise, confined spaces, and high elevations
  • Ability to climb ladders and stairs
  • Ability to work on elevated platforms, scaffolds, catwalks, roofs, and/or other equipment
  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Ability to work with, and in, the vicinity of high voltage and/or other high-energy systems
  • Ability to be approved to wear and use either a full or half-face respirator and self-contained breathing apparatus (SCBA), without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations
  • Stand, walk, and climb ladders and stairs for the duration of the workday
  • Ability to travel to company locations to work on storm restoration and heat contingencies
  • Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses

Additional Physical Demands

  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within Company service territory, as needed.
