About the Opportunity:

Washington County Solid Waste & Recycling Division is seekinga Compliance & Operations Supervisor.

The Compliance & Operations Supervisor will assume a complex set of regulatory, administrative and analytical duties related to financial oversight of private sector service providers. Primary responsibilities will include review of annual garbage/recycling collection rate, setting and quarterly franchise fee collection from solid waste/recycling collection and disposal companies. In this role, you will maintain an in-depth knowledge of and ongoing review of private companies' financial performance. You will monitor solid waste franchise agreements to ensure customer service is provided to the public that subscribes to service, in accordance with the county's regulatory requirements. In addition, you will supervise administrative and code enforcement staff who respond to public inquiries related to garbage/recycling collection and disposal services and to nuisance and noise complaints. You will also work with other local governments and private sector partners to provide technical assistance and act as a liaison in the specialty area of solid waste system oversight.

Work Schedule: This position may be eligible for a hybrid work schedule.

Ideal Knowledge, Skills, and Abilities (KSAs)

  • Knowledge of a regulatory role at the municipal, county, or state level.

  • Ability to assume the oversight of a complex regulatory program.

  • Ability to exercise independent initiative and professional judgment to investigate and determine compliance status of service providers that the county regulates as part of a solid waste franchise system.

About the Division:
Washington County's Solid Waste & Recycling division helps community members, property managers and businesses sustainably manage materials to prevent waste, recycle and dispose of garbage properly. We regulate how garbage and recycling is collected, transported, stored and disposed. We offer waste prevention and recycling information and resources to community members and businesses in all of the cities in Washington County, except the City of Beaverton which operates its own program. We also provide code enforcement services in response to complaints about nuisance, noise and garbage and recycling collection services in unincorporated Washington County. Minimum Qualifications

Candidates must meet one of the following criteria to be considered:

  • Master's degree in environmental management, public policy, or a related field;ANDthree (3) years of work experience in the environmental field.

OR

  • Bachelor's degree in environmental management, public policy, or a related field;ANDfive (5) years of work experience in the environmental field.

OR

  • Associate Degree in environmental management, public policy, or related fields;ANDseven (7) years of work experience in the environmental field.

OR

  • Nine (9) years of work experience in the environmental field.
