The primary tasks of the Home Improvement Program Specialist is to inspect homeowners' property, identify construction improvement projects, creating specifications for home improvement work funded by CDA funds, assist homeowners in obtaining contractor bids, ensure the acquisition of required building permits, oversee the successful completion of construction projects through final building inspections, and maintain essential control systems, including HUD-led forms and lien waivers. Recruitment Type: This position is open until Thursday, March 19, 2026 at 4:30 p.m. Hiring Range: $31.55 - $39.44 per hour (Depending on Qualifications) Benefit package includes: Medical, dental, vision, short-term and long-term disability, life insurance, retirement, paid holidays, and paid time off. Work Hours & Location: Monday - Friday flexible schedule (start time between 7-9) with the ability to work up to two days remote upon completion of probation. This position is part of the Community & Economic Development team at the CDA and works closely with the Housing Rehabilitation Coordinator and the Home Improvement Program Specialist II. The Community & Economic Development Department assists private and non-profit developers of affordable housing with a variety of financing tools that are available through the Community Development Agency and works with Dakota County cities on a variety of activities that promote economic development, revitalize housing, redevelop blighted areas, renovate commercial buildings, and strengthen local services and economies. The department also assists homebuyers and homeowners with home improvement loans, weatherization grants, homebuyer education, pre-purchase counseling, and foreclosure prevention. Minimum Qualifications (all of these apply):
Assigned tasks are carried out while seated at a desk in an office environment or in the field of performing property inspections and working with clients in their homes. During property inspections some physical dexterity is required as these may require climbing ladders, entering attics, basements, and other confined spaces. Driving and the ability to maintain a clean driving record are required. Use of personal vehicle is required. The CDA reimburses for use of personal vehicle at the mileage rate stipulated by the Internal Revenue Service.
