Job Summary

Functioning under the direction of the Facilities Operations Manager of Plant Operations and Maintenance the incumbent will be responsible for the managing, advising, assisting, standardizing and creation of maintenance workflows and processes along with management of regulatory compliance as it relates to the Environment of Care, Life Safety Standards, Utility equipment and infrastructure.

Working under the general direction of the Facilities Operations Manager of Plant Operations and Maintenance, this position will provide management and technical oversight of regulatory and accreditation standards and compliance. This will include guidance and management of keeping apprised of upcoming changes in regulations and compliance. This position will be responsible for maintaining compliance record keeping for accreditation organizations such as CMS, The Joint Commission, CIHQ, GACH, CDPH, DVN, CAP, Sacramento County Health, local and state authorities. The position will also be responsible for policy creation and standardization. This will include implementation of policies covering all aspects of licensure as it relates to building infrastructure and equipment maintenance to also include disaster recovery.

This position will also perform CMMS duties such as maintenance scheduling, work order processing, developing external platforms of reporting to the CMMS system, workflow and process development, RCM maintenance strategies and purchasing processes. This position is responsible for PO&M long-range planning, coordination, oversight and/or performance of multiple operational activities and services for all buildings, including maintenance, specialized facility systems and operations, and tracking of repair services as it relates to CMMS, Joint Commission and other Regulatory agencies.

This position will also be responsible for providing supervision to Environmental Health and Safety officer and Policy Writer within Plant Operations and Maintenance.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
  • Bachelor's degree in related area and/or equivalent experience/training
  • At least 6 years of experience with hospital maintenance, EAM experience and regulatory and compliance experience as it relates to the Environment of Care and Life Safety.
  • Experience and knowledge of Word, Excel, PowerPoint, Visio, Projects, and other Microsoft applications.
  • Knowledge of current regulatory and maintenance standards and ability to implement current standards into a robust CMMS system.
  • Skills to appropriately apply compliance management practices and procedures to meet UC Davis Health's requirements and objectives.
  • Knowledge and understanding of maintenance requirements as it relate to healthcare, medical research, education, and business occupancy.
  • Knowledge of commercial landlord/tenant laws and responsibilities as well as basic principles of commercial property or facilities management.
  • Political acumen to work in a highly dynamic and challenging environment with changing priorities driven by a large and diverse partner and client base comprised of project managers, senior leaders, physicians, faculty, students, care provider staff, professional staff, patients, patrons of UC Davis Health, landlords, property managers, real estate developers, and more.
  • Participate in Weekly EOC rounding to ensure facility is Joint Commission Ready and develop work orders or projects to correct any identified deficiencies.
  • Familiarity with Joint Commission Standards, California and industry building codes and regulations pertaining to hospitals and healthcare facilities, ADA compliance, fire codes, municipal ordinances, university regulations and policies and procedures.

Preferred Qualifications

  • Experience working in large-scale Hospital, research facility and educational institution.
  • Knowledge of hospital functions and general policies and procedures.
  • Oral and written communication skills with an ability to deal effectively with a broad range of individuals from skilled crafts technicians to the highest levels of University's management personnel, occasionally under stressful circumstances.
  • Written communication skills to prepare clear, concise, and professional reports and correspondence.
  • Ability to be a technical resource and advisor on CMMS planning, programming, and utilization, to senior health system leadership and committees, with the responsibility for assembling and evaluating information and preparing reports with respect to asset management, compliance standards and maintenance utilization.
  • Ability to independently perform program evaluation studies and financial feasibility analyses.
  • Skill in organizing and prioritizing assignments to complete work in a timely and efficient manner, particularly when there are changes in workload or assignments due to pressures of deadline and heavy workload.

The Plant Operations & Maintenance (PO&M) Department is a 24 hour, seven day a week operation responsible for the operation, repair and maintenance of buildings, systems, and grounds at UC Davis Health that includes 148 acres and structures that total 4 million GMSF. Plant Operations & Maintenance is one of the largest operations and maintenance support providers to clinical, administrative, research, SOM and SON departments throughout the UC Davis Health. UC Davis Health is one of several UC campuses that have their own cogeneration, central power plants. Cogeneration (Combined Heat and Power or CHP) is the simultaneous production of electricity and heat, both of which are used throughout the Medical Center Campus and is supported by Plant Operations & Maintenance 24x7x365
