Job Description
***CONTRACT PENDING AWARD***

The Program Manager (PM) plays an integral role on the Corporate Management Team providing operational support to the Executive Management Team. In addition, as the leader serving in the Program Manager role on the Potomac River Test Range (PRTR) location, the key to success is in delivering effective and safe services. This role spearheads experienced leadership and contract management. The exceptional focus on customer needs and service and contractor responsiveness is mission critical in this role.

Duties and Responsibilities


* Serves as primary company point of contact for TRAX International on the PRTR contract
* Management of program activities including ultimate responsibility for all operations, personnel, budgetary, and contract administration functions
* Establishes performance standards for contract managers and leaders
* Establishes minimum acceptable qualifications of engineering professionals and Subject Matter Experts
* Prepares administrative and technical reports relative to contract requirements in adequate detail to ensure contractual compliance
* Provides strategic oversight of major system development and instrumentation modernization efforts
* Serves as primary point of contact for internal and external audit agencies
* Serves as primary point of contact for resolution of non-routine personnel issues
* Manages relationships with vendors and subcontract teaming partners
* Represents TRAX International as a senior manager with local and state organizations such as economic development and academic councils
* Provides leadership and support for the organization's ongoing operations and procedures
* Provides options and enhancements to CEO to maintain the efficiency of the business
* Secures the functionality of the business to drive extensive and sustainable growth
* Maintains in-depth relations with all members of the management team
* As a member of the quality management team this position will have duties in support of the corporate quality management system which can include owning a process, writing documentation, participating in quality meetings, and supporting adherence to and improvement of the corporate QMS
* Directs and provides leadership to contractor and sub-contractor teams working with local, State, or Federal government programs in accordance with existing procedures, applicable laws, and government requirements
* Implements government programs through a risk and oversight approach for all phases of program activities; identifies risks and problems, proposes solutions, and provides timely and accurate contract deliverables
* Develops and interprets programs, policies, and procedures in specific program areas, and provides leadership, coordination, and authoritative advice to top officials in the development of cooperative relationships, resulting in the formulation and execution of progressive and comprehensive programs that meet local, State, and Federal goals and objectives
* Leads a group of employees in carrying out a government program, administering and carrying out program requirements and activities, and assures compliance program activities with laws and regulations
* Ensures the effective management of the assigned program areas
* Other duties as assigned

* Facilitates successful outcomes and continuous improvement of TRAX's ISO management systems
* Ensures that the management systems are used to execute processes as defined and not circumvented
* Demonstrates involvement in the management systems by motivating others and participating in assisting in the identification of risks and opportunities, documenting processes, participating in audits, implementing corrective actions, applying lessons learned, and analyzing customer feedback
* Champions improvement efforts within the company and must continuously communicate their support and promotion of these efforts
* Directly participates in improvement activities

Qualifications

Required Skills and Qualifications

* Must have a bachelor's degree in engineering (Aerospace, Mechanical, Electrical, or related field)
* Ten (10) years of progressively responsible professional technical experience, including:
- Eight (8) years of specialized experience in the hands-on development and rigorous evaluation/testing of major weapons systems
- Six (6) years of demonstrated Program Management experience over efforts of comparable size and complexity, including managing complex projects and diverse teams
* Demonstrated leadership, communication, and interpersonal skills, with the ability to effectively manage diverse teams and build strong relationships with clients and stakeholders
* Demonstrated ability to collaborate effectively in a Test and Evaluation (T&E) environment with engineers, testers, and Government personnel
* Proven Program Management expertise using industry-standard methodologies (e.g., PMI, Agile)
* Extensive knowledge of weapons systems development, evaluation, and testing processes, from concept to deployment
* Expertise in life cycle planning and cost analysis, including developing and managing budgets, forecasting costs, and optimizing resource allocation
* Demonstrated successful history in recruiting, staffing, training a diverse workforce to include multidiscipline
career fields and Subject Matter Experts
* Directing and establishing policy for safety, quality, and environmental compliance in accordance with local, state, and federal laws and regulations
* Excellent verbal and written communication skills in communications with employees, Government customers, and local/state officials
* Experience in maintaining highly technical capabilities of a large workforce
* Highly developed analytical, critical thinking and problem-solving skills
* Skilled in delegating responsibilities to managers
* Skills and knowledge of the Microsoft Office products and SharePoint
* Must share a commitment to maintaining a positive, collaborative work environment while simultaneously optimizing individual performance and contribution

Preferred Skills and Qualifications

* Master's degree or Ph.D. in Engineering (specific discipline relevant to the role)
* Advanced professional certifications are desired such as Certified Test Engineer, Project Management Professional (PMP), Lean Six Sigma Black Belt, or Certified Scrum Master (CSM)
* Experience with Navy and/or Marine Corps weapons systems and acquisition processes
* Prior experience managing T&E programs
* Prior experience managing contracts involving multiple subcontractors and complex technical requirements
* Deep understanding of Quality Assurance principles and practical experience implementing ISO 9000 standards

Physical Qualifications

* The work of this position is performed in an environmentally controlled office environment
* Must be capable of sitting and entering data on a computer keyboard for extended periods of time
* Must be able to view computer monitor for extended periods of time
* Must be capable of lifting 25 lbs. unassisted
* Must be able to wear appropriate Personal Protective Equipment (PPE) for work tasks assigned
* Must be able to work in all outdoor weather conditions
* Must be able to work in maintenance, fabrication, and automotive test course environments
* Must be capable of kneeling, bending and standing while performing assigned duties

Terms of Employment & Eligibility Requirements

* Must be a U.S. Citizen
* Must possess a high school diploma or equivalent
* Must possess a valid driver's license, without special restrictions
* Must pass a pre-employment drug screening
* Must be able to successfully complete a background check
* Must possess or be able to obtain a secret security clearance prior to employment and maintain security clearance for the duration of employment
