The Estimator provides comprehensive cost estimating services for new school construction and major capital improvement projects. This role is responsible for developing accurate and timely estimates at the 30%, 60%, and 90% design milestones, preparing pricing for change orders, and supporting negotiations with contractors to ensure the best value for the school district. The Estimator works closely with architects, engineers, project managers, and procurement staff to maintain cost control and support informed decisionmaking throughout the project lifecycle.


Essential Functions and Responsibilities


PreConstruction and DesignPhase Estimating



  • Develop detailed cost estimates at 30%, 60%, and 90% design stages, including quantity takeoffs, unit pricing, and cost breakdowns for all major building systems.
  • Review drawings, specifications, and design narratives to identify scope, constructability issues, and cost impacts.
  • Prepare cost models, conceptual estimates, and budget updates to support early planning and funding decisions.
  • Analyze design changes between milestones and communicate cost impacts to project stakeholders.
  • Maintain historical cost data and benchmarking information to support accurate forecasting.


Change Order and ConstructionPhase Support



  • Review contractor change order requests for accuracy, scope alignment, and cost reasonableness.
  • Prepare independent cost estimates (ICEs) for all change order work.
  • Participate in negotiations with contractors to achieve fair and equitable pricing for the district.
  • Track and document cost trends, potential claims, and budget risks during construction.
  • Support value engineering efforts and evaluate costsaving alternatives.


Contractor and Vendor Engagement



  • Evaluate contractor proposals, bids, and pricing breakdowns for completeness and compliance.
  • Assist in prebid meetings, scope reviews, and procurement processes.
  • Provide cost guidance during contract negotiations and award recommendations.


Reporting and Documentation



  • Prepare clear, comprehensive estimate reports, cost summaries, and variance analyses.
  • Maintain organized estimating files, assumptions, and backup documentation.
  • Present cost findings to district leadership, design teams, and community stakeholders as needed.


Nonessential Functions and Responsibilities:



  • Perform other related duties as assigned

Required Skills

  • Must successfully complete and pass JMT's Motor Vehicle Screening

Required Experience

  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field; equivalent experience may be considered.
  • 5+ years of experience in construction estimating, preferably with K-12, higher education, or public-sector building projects.
  • Strong proficiency in quantity takeoff software, estimating databases, and construction cost modeling tools.
  • Thorough understanding of building systems, construction methods, and industry standard cost structures.
  • Ability to interpret architectural and engineering drawings at all levels of completion.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to work collaboratively with diverse project teams and maintain professionalism in contractor interactions.
  • Ability to be on site 5d/week at the clients offices.


Preferred Qualifications



  • Professional certification such as Certified Estimating Professional (CEP), Certified Professional Estimator (CPE), or similar designation.
  • Experience with public procurement processes and state/local construction regulations.
  • Familiarity with school district capital programs or other publicsector owner environments.


Working Conditions:

Work is performed within a general office environment 95% of the time. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment. Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions.
