Project Manager

This position requires an active TS/Sensitive Compartmental Information (SCI) clearance and the ability to obtain a CI Polygraph.

Cherokee Strategic Edge is seeking a Project Manager to supervise the mission of the Security Vetting Enterprise (SVE) in the front-line defense for screening and vetting linguist applicants and other Army designated categories of personnel. The Project Manager will oversee the contract to ensure compliance with Army Counterintelligence (CI) /Force Protection (FP) Screening Policy and the Army Modernization and Security Resiliency Mission Goals for identification of foreign intelligence and insider threats.

The purpose driving this requirement is to provide security screening and vetting (SAV), all source intelligence and threat production in support to Army modernization and readiness, and to provide Counterintelligence-Focused Security Review and Interview (CI-FSRI) service support to the Army Security Vetting Enterprise.

Project Manager Responsibilities Include:

  • Responsible for the performance of the work at all work locations and is expected to provide daily direction and supervision.

  • Will have full authority to on all contract matters relating to daily operation.

  • Implement strong knowledge of intelligence oversight and security guidelines.

  • Develop, schedule, manage, and monitor project tasks of contractor employees.

  • Provide oversight and direction to employees, communicating responsibilities, priorities, and mission from Government leadership to the staff.

  • Develop and maintain procedures to meet changing requirements and ensure maximum operations.

  • Develop and administer training on systems and procedures associated with personnel security and vetting operations based on Government identified existing and emerging training.

  • Advise and assist analysts on high-risk determinations and provide oversight in the coordination of high-risk assessments with operational guidance.

  • Provide guidance in selecting, designing, and applying analytic methodologies.

  • The PM shall provide weekly updates to leadership, in addition to monthly status reports, consisting of a roll up of all Contractor deliverables and staffing.

  • Conduct quarterly site visits to the other duty locations where work is being performed.

  • Performs other job-related duties as assigned

Project Manager Experience, Education, Skills, Abilities requested:

  • Required to have a Bachelor's degree and fifteen (15) years of professional management work experience.

  • Must possess an active Program Management Professional (PMP) certification.

  • Have at least five (5) years of intelligence program/project management experience with at least a combination of intelligence experience and management experiences within the last two years.

  • Prior Intelligence Analysis/Analyst experience is required.

  • Possess the ability to produce and review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.

  • Preferred experience conducting analysis to counter threats to Defense Critical Infrastructure Program (DCIP) and DoD research and technology.

  • Must be able to complete CONUS travel as required.

  • Must have in depth knowledge of the intelligence cycle and the analytical process that acts on collection to produce information for intelligence databases and products.

  • Must be familiar with the following:

    • Screening and vetting operations

    • Intelligence community threat assessment development and production

    • Trend analysis

    • Open source intelligence analysis

    • Counterintelligence operations, defense critical infrastructure, research and technology protection

    • Federal law enforcement mission, processes, and products.

  • Must know how to access and use common intelligence community networks (JWICS, SIPR, NIPR) to coordinate the exchange of information by email and must be able to access and use specified databases.

  • Must pass pre-employment qualifications of Cherokee Federal
