TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

The Tech Consultant will manage the development, implementation, and delivery, maintenance, and support of IT systems necessary to support the most vulnerable citizens in Tennessee. The Tech Consultant will be overseeing test plans, test scenarios, and validating the program activities, ensuring the operational requirements are adhered to.

Key Responsibilities:

1. Supervise and monitor system stability, manage the team provide application maintenance support activities. Monitor performance of vendor teams and report performance indicators to IT director.

2. Follow steps to record, monitor performance of systems. Take necessary actions to maintain performance within guidelines.

3. Through documented procedures, identify defects/inefficiencies and make recommendations to streamline processes and improve service and support delivery.

4. Work with stakeholders within TennCare and Vendors to maintain and prioritize a list of enhancements and improvements. Work with TennCare stakeholders and vendors to implement.

5. Review project schedule, follow and report the progress or status of any development or enhancement work, review documented testing results, and give user feedback. Notify the Director of any work that is not being completed by the vendor in a timely manner as set forth in the Project Schedule.

6. Ensure project complies with best practices, enterprise standards and guidelines, and standard operating procedures as outlined within enterprise standards

7. Support, monitor and review systems operation requirements, design documents, and production scenarios provided by the vendor and State teams, ensuring system design meets availability and performance objectives.

8. Review and maintain TennCare Audit and Patch management standards, guidelines and procedures on a quarterly basis to follow TennCare' s Governing and Regulatory bodies.

9. Maintain a support system for all assigned systems and their components.

Minimum Qualifications:

Education and Experience:

  • Graduation from an accredited college or university with a bachelor's degree and five or more years of experience in any of the following: (1) systems training, systems analysis, systems design, technical support (i.e., the diagnosis and resolution of software and hardware malfunctions for computer or other information systems, as well as the technical justification for procuring software or hardware products), applications programming, network design, or telecommunications design; or (2) leading, supervising, consulting, directing, or managing the process involved in planning and implementing new information systems, or planning and integrating new technologies into existing systems.

NON SUBSTITUTABLE EXPERIENCE:

  • At least two years of the required experience must have been in a lead, supervisory, consultative, managerial, or director capacity (education may not substitute for the required two years of lead, supervisory, consultative, managerial, or executive experience).

Substitution of Experience for Education:

  • Professional experience in any of the following areas may substitute for the required bachelor's degree on a year-for-year basis to a maximum of four years: (1) systems training, systems analysis, technical support, applications programming, network design, or telecommunications design; or (2) leading, supervising, consulting, managing, or directing the processes involved in planning and implementing new information systems or planning and integrating new technologies into existing systems.

Substitution of a Specific Associate's Degree for Education:

  • Graduation from an accredited college or university with an associate's degree in business data processing, (e.g., business data programming, business systems analysis, or computer accounting), management information systems, computer and information sciences, computer servicing technologies, or other related acceptable field may substitute for the required bachelor's degree.

Substitution of Specific Education for the Required Working-level Experience:

  • Graduation from an accredited college or university with a bachelor's degree or additional graduate coursework in management information systems, business data processing, or computer and information sciences may substitute for one year of the required working-level experience (i.e., a bachelor's degree, thirty-six graduate quarter hours, or a master's degree in the above listed fields are equivalent to one year of working-level experience).

Desirable Qualifications:

  • Graduation from an accredited college or university with a bachelor's degree or experience equivalent to substantial (five or more years of) full-time relevant experience in managing a support team for IT applications
  • Experience with ServiceNow tool and ITIL processes
  • Experience with project management,
  • Experience in managing Infrastructure
