Job Description

POSITION SUMMARY: The Clinical Director oversees the Intensive Behavioral Health Services (IBHS) Individual Services program, including supervision and coordination of clinical documentation, service provision, and monitoring of IBHS client cases. Responsibilities also include participation in program development, policy formulation, and other related administrative and clinical functions.

DUTIES AND RESPONSIBILITIES:

  • Provides clinical and administrative oversight to the IBHS Program with tasks including but not limited to organizing and coordinating daily operations of program staff and service delivery to clients and families, leads program staff in case management and planning meetings as needed, monitors quality of care delivered to children and their families and responds to concerns as needed to ensure quality clinical treatment and assurance of regulatory standards
  • Provides clinical supervision to Behavior Consultants (BCs), Mobile Therapists (MTs), Behavioral Health Technicians (BHTs), and Administrative Case Manager to ensure quality clinical treatment and assurance of regulatory standards
  • Reviews, monitors, and ensures timely completion of all documentation, including but not limited to weekly client progress notes, biannual assessments, and biannual resiliency plans from program staff for regulatory and quality assurance
  • Monitors program outcomes and ongoing quality assurance of program, including development and tracking of performance indicators, ongoing quality review of staff documentation, and satisfaction surveys through direct supervision and ongoing feedback families and staff
  • Prepares for regulatory audits, in cooperation with the Quality of Improvement Team, with tasks including but not limited to the review of files and documentation (e.g., review of client and staff credentials & supervision logs) to ensure full regulatory compliance
  • Develops and maintains strong, productive relationships and current knowledge and practices of Managed Care Organizations (MCO's), community agencies, personnel and referral sources through ongoing communication, feedback, and regularly scheduled meetings
  • Collaborates across Elwyn programs (e.g., Education, Early Learning Services) for shared clients and internal referrals to other programs through phone calls, planning meetings, and the completion of documentation to ensure timely and coordinated care for all clients and families
  • Responds to client mental health crisis and/or urgent situations through consultation or direct assistance of staff as needed (e.g., supporting and directing staff/families to go to crisis/mobile crisis; contacting Childline or the police, assisting with a housing crisis or custody problems) to stabilize the family unit
  • Provides supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination; coordinates with staffing agencies regarding the duties and responsibilities of agency staff
  • Performs cardiopulmonary resuscitation (CPR), first aid, and safety care using agency-trained protocols
  • Performs other duties as assigned

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:

Minimum of one (1) year of full-time postgraduate experience in the provision of mental health direct services to children, youth or young adults, and meet one (1) of the following:

  • Licensed in the Commonwealth of Pennsylvania (PA) a physician practicing psychiatry, psychologist, professional counselor, marriage and family therapist, certified registered nurse practitioner with a mental health certification or clinical social worker OR
  • Licensed in the Commonwealth of PA as a behavior specialist and have a graduate degree that required a clinical or mental health direct service practicum from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation OR
  • Licensed in the Commonwealth of PA as a social worker and have a graduate degree that required a clinical or mental health direct service practicum from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation OR
  • A scope of practice that includes overseeing the provision of IBHS and have a graduate degree that required a clinical or mental health direct service practicum from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation OR
  • An equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. The Department will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or its equivalency where any degree is referenced above in addition to the other requirements as stated.
  • Five (5) years supervisory or administrative experience
  • Flexibility to alter working hours when needed
  • Demonstrated ability to work effectively as part of a team
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must be able to perform CPR, first aid and safety care intervention techniques using agency-trained protocols
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; report-writer experience preferred
  • Experience using/knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred
  • Must possess a current, valid driver's license in state of residence, have a minimum of two (2) years of driving experience within the United States, and have an acceptable driving record
