Culmen International, LLC is hiring a Management Analyst (Budget) to support the Bureau of Administration (A), Office of Operations (OPR) Office of Real Property Management (RPM). Located in Washington DC with telework options.

The Bureau of Administration, Office of Operations, Office of Real Property Management's mission is to provide the most effective domestic facilities for United States.

The Office of Real Property Management (RPM) provides a complete range of domestic real estate, design, and construction services to the Department. These services include space acquisition, leasing, space planning, interior design, major renovation and construction project management, and design and construction of all Department-occupied spaces in the Washington, D.C. area (approximately 70 locations) as well as an additional 80 locations nationwide.

This role focuses on budget execution, financial tracking, procurement policy support, and analytical reporting to ensure A/OPE's programs operate effectively and efficiently.



What You'll Do in Your New Role

Key responsibilities include:

    Assist with formulation, execution, and monitoring of A/OPE's operating budget.
  • Track commitments, obligations, and expenditures; reconcile financial data across Department of State systems.
  • Prepare recurring budget reports, forecasts, spend plans, and variance analyses.
  • Support annual and multi-year budget planning cycles.
  • Monitor funding burn rates and provide early-warning indicators for budget risks.
  • Support procurement-related financial documentation and contract management tasks.
  • Maintain accurate budget and program tracking spreadsheets and dashboards.
  • Draft memos, briefings, and presentations for senior leadership.
  • Develop SOPs and process improvement recommendations.


Required Qualifications

Required Qualifications include:

  • Bachelor's degree in Business, Finance, Public Administration, Economics, or related field.
  • 3 years of experience supporting federal budget, financial, or program management activities (or six years of experience without a Bachelors degree)
  • Experience with federal budget execution and financial tracking.
  • Proficiency in Excel and data analysis.
  • Strong analytical and communication skills.
  • Ability to manage multiple priorities.
  • Ability to obtain and maintain a security clearance.


Desired Qualifications

The ideal candidate has strong analytical capabilities, exceptional attention to detail, experience supporting federal budget activities, and a solid understanding of procurement or acquisition environments.
