Position Description

Our Project Manager, Long Haul Capital Management is a key member of the Long Haul OSP Deployment organization. This role is responsible for program-level capital oversight, including forecasting, budgeting, financial tracking, variance analysis, materials capital planning, month end reconciliation, and executive-level reporting. The Project Manager ensures that capital deployment aligns with corporate financial goals, maintains strong financial controls, and provides visibility into capital performance across the long-haul program.

NOTE: The team preference is that this role sits at the Denver/Wynkoop Office Location (in-office several days per week). The Team may consider a Remote location.

Position/Team Responsibilities

Program Level Capital Planning & Forecasting

  • Lead the development, maintenance, and refinement of capital forecasts for long haul OSP programs.

  • Partner with project managers and regional leaders to align monthly and quarterly forecasts with actuals and organizational financial targets.

  • Track capital performance trends and provide proactive early warning insights into potential overages, underruns, or schedule-driven forecast shifts.

Budget Management & Financial Controls

  • Monitor project and program capital expenditures to ensure alignment with approved budgets and long-range planning.

  • Manage ongoing spend analysis, including variance reviews, burn rate assumptions, and cost-to-complete projections.

  • Conduct internal financial audits to ensure adherence to capital tracking protocols, proper cost coding, and accurate reporting.

  • Assess and validate financial impacts associated with scope changes, schedule adjustments, and production changes.

Month-End Capital Review & Reporting

  • Lead monthly capital review meetings with regional and functional stakeholders.

  • Identify and resolve monthly financial discrepancies, ensuring accuracy in the capital reporting ecosystem.

  • Prepare and deliver program and project level executive reports highlighting capital performance, risks, opportunities, and financial health.

  • Produce capital dashboards and decision-ready summaries for leadership and cross-functional partners (finance, accounting, deployment).

Invoice, Spend, and Material Financial Reconciliation

  • Evaluate project invoicing against progress metrics and capital plans to ensure accuracy and compliance.

  • Investigate and resolve anomalies, discrepancies, and billing irregularities.

  • Develop and manage major materials forecasts, including pricing, procurement timing, and alignment with capital budgets.

  • Coordinate with procurement and suppliers to maintain accurate material cost projections and delivery timelines.

Risk Management & Process Optimization

  • Identify financial risks and provide mitigation strategies to prevent cost overruns or capital inefficiencies.

  • Recommend and implement process improvements to enhance capital accuracy, visibility, and forecasting methodologies.

  • Maintain organized financial documentation, including capital records, reconciliation files, and audit-ready backup.

Qualifications

  • Bachelor's Degree required (Engineering, Construction Management, Business, Finance, or related field) or equivalent experience.

  • Minimum of five (5) years of capital management experience, ideally within telecommunications, construction, or infrastructure deployment.

  • Strong understanding of OSP project cost structures, capital lifecycle, materials cost modeling, and construction financials.

  • Advanced proficiency with Excel; ability to build and interpret financial models, pivot tables, and multi-variable forecasts.

  • Experience producing month-end financial reporting for senior leadership.

  • Familiarity with NTIA or similar program requirements (Davis Bacon, BABA, EA) as a plus.

  • Excellent analytical, organizational, communication, and problem-solving skills.

  • Experience with Sitetracker, Oracle or other project/financial management platforms is a plus.

  • Authorized to work in the United States.

Estimated base salary range: $68,100 - $104,700 USD/annually.

The base pay range shown is a guideline and reasonable estimate for this role. It takes into account the wide variety of factors that are considered in making compensation decisions. Actual compensation offered may vary from the posted range based upon geographic location, work experience, skill level, certifications, and other business and organizational needs. Non- sales roles may be eligible to participate in a discretionary annual incentive plan. Sales roles may be eligible to participate in a sales incentive plan.

Additionally, this position may be eligible for certain benefits, such as health insurance, life insurance, disability retirement plans, paid time off.
