Position Description: Lead and support the Business Center efforts focused on recruitment, opportunity alignment, re-assignments, and employee C candidate advocacy. This role involves close coordination with senior leaders across Business Centers, Business Units as well as senior project leadership. Engage and participate in strategic direction and planning of the Company and Business Centers for overall resource management, facilitating continuous improvement with mobility, hiring C opportunity alignment, and maximizing project team collaboration and communications. Reports to: Resource Officer Essential Duties & Responsibilities*:
- Collaborate with Business Center Resource Officer in all aspects of talent acquisition and personnel resource management.
- Lead the hiring process including interviewing candidates for traveler assignments, establishing compensation packages, determining the restrictions/preferences of each employee's and candidate's travel.
- Evaluate and problem solve the Availability and Needs for all Business Units within the Business Center to organize and strategize employee opportunities.
- Collaborate with Business Center and Project Leadership for employees and candidates' opportunities inclusive of pursuits, conversions and overall engagement.
- Vet options for competing needs for each employee and make strategic placement decisions that optimize the best- and-highest opportunity for the employee and the needs of the Company.
- Engage with Business Unit and Jobsite leadership to closely coordinate the timing, duration, position, travel criteria, and special conditions of each assignment to formalize offers and mobility memos.
- Lead and participate in employment candidate interviews.
- Lead post interview discussions with interview teams and provide clear and actionable feedback in writing for the Resource officer to make decisions on employment offers.
- Be an advocate for all employees and candidates to better align opportunities with individual development and goals.
- Review and align resources with our portfolio inclusive of staff projections, internal needs and external requisitions.
- Utilize Resource Management tools and software including: but not limited to Smart Sheet, ETS, Power BI, Excel Spreadsheets, Power Points (and other presentation software).
- Develop and provide ongoing reports to be reviewed by Business Center leadership.
- Support and follow up on geography and project opportunities hiring communications.
- Schedule, conduct, and document Resource Management meetings as a delegate on behalf of the Resource Officer.
- Understand the responsibilities and qualities of the employment families and levels within Turner (CN, SH, HR, SB, FN, AS, IS, TTS, SSO, TRD) for placement of project and department resources.
- Make recommendations and align opportunities to utilize TTS FTE resources for project and department resources.
- Make recommendations and align opportunities to utilize SPO and EHS resources for project and department resources.
- Engage and utilize Production Control Systems to better align Resource Management needs.
- Communicate with Operations Managers and Human Resource Managers within each Business Unit to continuously prioritize and inform the Resource Officer about the personnel needs of the Business Unit.
- Implement and formalize processes and procedures to be implemented across Business Units and Business Centers.
- Other activities, duties, and responsibilities as assigned by the Resource Officer.

Qualifications:
- Bachelor's Degree from accredited degree program in Engineering, Construction Management, Building Construction or similar, and minimum of 20 years of experience, or equivalent combination of education, training, and experience.
- Knowledge of the responsibilities of operation roles including Engineer, Superintendent, Project Manager, Safety, Quality Control, MEP Engineer, Scheduling, Controls/Budget Management and Administration.
- Knowledge and understanding of project organization, hierarchy and reporting structure. Understanding of project staff/team organization and deliverables, qualities of a high performing team culture.
- Ability to recognize high performance qualities of a College Graduate and Experienced Hire employee candidates.
- Management of competing demands, while meeting established deadlines.
- Professional verbal and written communication skills.
- Experience managing staff, able to provide direction, delegation, and performance feedback.
- Proficient computer skills and Microsoft Office suite of applications.
- Experience with continuous improvement methodologies.
- Air and auto travel as necessary for the role.
- Provide leadership to positively influence change.
Physical Demands: Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoists, ability to climb ladders and negotiate work areas under construction. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. Performing this job requires use of hands to finger, handle, or feel objects, tools or controls, sit, talk and hear, stand, climb, balance, stoop, kneel, crouch, or crawl. Employee must occasionally lift and/or move up to 50 pounds. Work Environment: While performing the duties of this job, the employee regularly works on-site at the construction work site where the employee is exposed to moving mechanical parts; high precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud. *May perform other duties as assigned.
