Job Description

Elwyn seeks a Director of Operations who oversees all administrative aspects of the designated department programs and provides support to all identified Intellectual and/or Developmental Disabilities (IDD) programs. Director of Operations is also responsible for the development and implementation of policies and procedures, and oversight of program operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Work directly with directors and/or managers to plan, organize and direct the identification, prioritization and implementation of strategic projects that improve measurable financial, and service outcomes for the IDD programs

  • Ensure through review and delegation that assigned programs meet the needs of individuals supported, including, but not limited to, the implementation of the Individual Program Plan (IPP), safety, rights, consistent and aggressive

  • Active Treatment, data collection, and completion of medical appointments

  • Provide administrative oversight for all programs by supporting the directors and/or managers, providing general checks and balances of program operations and problem resolution and intervention if needed

  • Create and foster a positive workplace culture of support, encouragement and growth by creating shared vision and clearly communicating that vision, by having open and transparent communication, by recognizing the accomplishments of those he/she leads, and by being aware of the training and development needs and aspirations of those he/she leads

  • Contribute ideas to general program development/expansion and program evaluation based upon current regulatory expectations

  • Initiate change as necessary and provide recommendations to the managers and directors in all areas of operations

  • Collaborate with multiple program stakeholders to implement, assess and enhance program-wide improvement of the IDD programs

  • Perform site reviews of programs in order to inform the Executive Director of operational needs

  • Provide overall operations management to ensure achievement of site specific objectives and service area objectives

  • Manage and respond to requests in multiple areas including but not limited to Records Management, Payroll,

  • Purchasing and Information Technology Services, Human Resources (HR)

  • Supervise direct reports including but not limited to recruitment, selection, training, performance management and termination

  • Plan, staff, review and organize staff assignments for department projects

  • Provide operational assistance across various programs as needed

  • Provide leadership, coaching, guidance, training and staff development to all levels of department staff

  • Maximize staff utilization, disseminate work load to support staff, and supervise and oversee the work of designated management staff

  • Provide support and assistance to the Executive Director in the areas of on-boarding of new employees, job description development, job postings and staff data changes/updates as needed

  • Review and submit all staff related HR paperwork in absence of Executive Director

  • Assists the Executive Director with reviewing and conducting interviews for team vacancies

  • Participate in the on-call rotation as assigned

  • Work with and in support of the IDD Directors and QI Director to ensure employee adherence to safety measures

  • Participate in overall Intellectual and Developmental Disabilities service area Quality Improvement Department activities, including but not limited to implementing Office of Developmental Programs' (ODP) quality assurance/quality improvement requirements in assigned areas

  • Work with Fiscal staff to verify accounts payable and receivable as needed

  • Notify Supervisors and/or Managers of any new policies and procedures in a timely manner

  • Obtain and maintain status of Certified Investigator, completing investigations as assigned

  • Ensure the building safety routines are followed and individuals supported are trained in same,

  • Correct safety hazards in the areas including but not limited to appropriate use of Personal Protective Equipment (PPE), sanitation and hygiene, and/or report hazards to appropriate supervisory personnel

  • Ensure daily shift huddles are utilized with a leader in charge of each huddle for communicating all necessary information regarding individual supported, building, scheduling, HR, organizational updates and other general information

  • Plan, facilitate, lead and actively participate in program/administrative meetings, staff meetings and meetings with other departments across the organization as needed

  • Organize and facilitate operational meetings to review new policies and procedures as needed

  • Perform CPR, First Aid and crisis intervention techniques in accordance with agency trained protocols

  • Participate in On Call for off hours oversight of ICFs/Individuals with Intellectual Disabilities (IID)

  • Perform other duties as assigned

QUALIFICATIONS

  • Bachelor's degree in Special Education, Psychology, Public Health, Rehabilitation, Social Work, or other human service field or equivalent work experience in the field; Master's degree preferred

  • Five (5) years of program operations and management experience with three (3) years supervisory experience included

  • One (1) year of experience working with people with disabilities

  • Leadership experience within medium-sized organization in process improvement or operational improvements preferred

  • Strong organizational skills

  • Must possess excellent communication and customer service skills along with strong interpersonal skills

  • Proficient skills in the use of personal computers and Microsoft Office Suite, including at least an intermediate skill level of Word, Excel, PowerPoint, and Outlook

  • Demonstrated ability to anticipate future needs or problem areas and implement effective action

  • Demonstrated creativity in developing solutions to program problems

  • Demonstrated ability to adapt to changes in workload, especially during crisis situations

  • Demonstrated ability to perform duties in an independent manner with little or no need for direct supervision

  • Demonstrated ability to work effectively as part of a team

  • Must be able to perform CPR and crisis intervention techniques using agency-trained protocols

  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
