This position is restricted to current City of Minneapolis employees
Manage a team that provides accounting, budget and financial planning services to a customer department (Public Works), serve as a liaison between Finance and assigned customer department, provide leadership and oversee the City's Accounting Partnership with the Mpls Building Commission. Also, oversee the city's entry of monthly journal entries to properly record payroll.
Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

* Oversee the preparation of working trial balances of various operational and capital funds for the comprehensive annual financial report.
* Assist with the year-end audit and other audits that may occur.
* Serve as the managerial accounting and budget representative for Public Works department. This includes all accounting transactions, i.e., payroll, purchasing, project cost accounting, grant accounting and management, non-capital cost accounting, job costing, fund accounting and reporting and analysis.
* Develop, enhance and manage managerial accounting process with varying and changing departmental service demands.
* Assist Public Works Directors and Finance staff with Financial Analysis, Budget, and Accounting projects, especially for the City's Enterprise funds.
* Review Finance Services delivery on a regular basis with customer departments to maintain quality assurance.
* Manage the work of subordinates and review work assignments, develop job descriptions and performance expectations, conduct performance reviews and recommend discipline when necessary.
* Monitor staff progress on department training curriculum and make strong efforts to ensure that employees have appropriate training and career development opportunities. * Serve as a member of the Controller's Management team.
* Be a Key Leader in the City's implementation of new Software, including Work Day and other related projects. Provide leadership to the city in capital project management and accounting methods.

Minimum Qualifications: Bachelor's Degree Accounting, Finance, and Business Administration, a closely related field or equivalent Minimum Experience: Five years of progressively responsible government accounting, budgeting, financial planning, auditing, design and policy recommendation experience in a major governmental organization Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered. A resume is strongly encouraged but not required.
Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two (2) months after it has been established.
Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

* CPA designation or Master's Degree desirable. * Excellent knowledge of governmental and cost accounting and budgeting procedures. * Thorough knowledge of modern principles of finance administration. * Considerable knowledge of administrative and management techniques. * Considerable knowledge of the various City departments' functions, policies, practices and procedures. * Sufficient computer skills necessary for the use of the City's Financial System (COMET) and to use Microsoft Office applications. * Good knowledge of the City's finances and revenue sources (both existing and potential); and of budgeting and accounting principles and practices and, of the principles and techniques of financial analysis, including cost benefit analysis and forecasting. * Excellent oral and written communication skills. * Excellent leadership, analytical, creative and problem solving skills. * Skill and attitude to motivate and help others embrace and adapt to change. * Ability to form effective working relationships with a variety of people.
