Applies organization policies and procedures to oversee a variety of ongoing administrative operational issues. Administers defined operational program. Analyzes and resolves operational problems of moderate scope.

Reporting to the Department of Psychiatry & Behavioral Sciences HR & Academic Affairs Unit Manager, the HR Analyst conducts/facilitates departmental HR efforts. The HR Analyst is responsible for planning, developing, implementing, administering, and coordinating departmental academic and staff recruitments, appointments, onboarding, advancement, and off boarding processes for the volunteer, affiliate and UC Affiliate populations. These duties are performed in close collaboration with central Human Resources for both staff and academics. The HR Analyst uses advanced skills and knowledge of UC systemwide and/or organizational HR policies and programs to address strategic personnel issues and to resolve complex issues and situations.

Administers a defined operational program or activities which may include some of the following functions: finance, facilities, payroll, space planning, student services, human resources, communications, informational technology or safety.

Gathers and analyzes financial and other resource data; prepares reports or analyses of operational activities, evaluates current and proposed services, etc.

Functions as a resource on issues such as researching complex financial discrepancies, escalated customer service problems and vendor concerns.

Develops and maintains budgets.

Participates in the development and revision of standard operating procedures and guidelines.

Provides guidance to supervisors and managers in developing job descriptions, facilitating benefits communications, and providing guidance on compensation programs, personnel policies, and procedures.

Conducts trend analyses and helps develop resulting recommendations.

Assesses and recommends changes to maintain compliance with federal and state requirements and internal policies.

Manages and serves as subject matter expert on all recruitment and appointment life cycle actions for the Volunteer, Affiliate and UC Affiliate populations.

Consults and liaises with UCSF Campus HR and Academic Affairs offices; Maintains advanced knowledge of University policies, procedures, and practices as it relates to academic and staff appointment management.

Standardizes processes in the department; processes transactional HR items using PCMA, Oracle, and My Affiliate; gathers and reviews documents needed for appointment and submission to PeopleConnect; acts as first point of contact for applicants and clarifies requirements.

Prepares and sends out monthly email reminders to affiliates about their appointments expiring and providing instructions on how to renew their affiliations.

Engage and represent the HR unit on special committees such as the Employee Workbook workgroup or SPOT Award Committee to gain visibility on external work processes and groups. Committee participation may include creating box folders, preparing and sending out monthly reports & emails, maintaining existing workbook/excel worksheets, answering inquiries, giving a presentation, brainstorming ideas, maintaining the listservs, creating processes and procedures, generating reports, providing training etc.

Participate in department and UC initiatives to enable incumbent to grow and develop specialized skillsets and knowledge. Examples include being a Staff Engagement Ambassador, being involved with the UCPath Campus Change Agent Network and participating in the UC Path implementation/roll-out to provide recommendations and enhance user experience.
