Salary: $191,244 - $300,000 DCS seeks qualified candidates for the Air-Sea Forces Support (ASFS) Sector Manager position. The ASFS Sector leads a $170M+ annual revenue portfolio across USN and USAF customers. The ASFS Sector is approximately 700 total employees with 5 that are direct reports. Essential Job Functions: The ASFS Operations Sector Manager is responsible for the successful execution and expansion of all services for a specified large-scale customer set. As such, the ASFS Operations Sector Manager is responsible for integrating the operation of all line organizations supporting customers within the specified set to optimize performance on all contracts and to exploit the capabilities of all line organizations supporting customers within the set to maximize DCS' acquisition of new sponsors and contracts. The ASFS Operations Sector manager is also responsible for establishing and maintaining relationships with other companies doing business within the same customer set and exploiting these relationships to increase DCS' market share. The ASFS Operations Sector Manager must design, develop, staff, and implement a solid operating organization led and managed by the best management team available. They are responsible for expanding the horizons of their subordinate Managers through continued example and demonstration of management techniques consistent with the core values of DCS, while setting the direction and long-range vision for their organization, fostering employee participation and empowerment in a corporate-centric environment. The authority to establish training goals and facilitate training for subordinate managers is consistent with the responsibility to lead and manage a major organization at DCS. To maintain continuity for the operation of the Sector, this position involves maintaining a succession plan for the management of the business unit. The ASFS Operations Sector Manager will design, develop, and implement a recruiting strategy that keeps pace with growth goals thus enhancing and increasing shareholders' value, and ensure that their organization and projects are managed so as to ensure a high level of customer satisfaction. The ASFS Operations Sector Manager is responsible for the Sector achieving profit before corporate overhead and annual business growth consistent with the goals of the Strategic Plan. Profitability is expected to result by exercising leadership and management authority over assigned Managers to make the best profit bid decisions during proposal activity, and by establishing and executing an earn-value strategy throughout the year to keep a balance between direct labor accomplished and indirect resources expended, maintaining the rates established for the year. Growth is expected to result from strategic targets for the Sector and its Divisions as well as expansion targets from each Department and tactical development of add-on and follow-on business from each Branch. The ASFS Operations Sector Manager is a senior advisor to the leadership and member of the Senior Bid Board. The ASFS Operations Sector Manager is also the primary interface with the Chief Business Development Officer (CBDO) for the coordination of all Business Developers assigned within the Sector's customer set. The ASFS Operations Sector Manager is responsible for submitting an annual budget for the Sector forecasting the project revenues as well as direct and indirect costs so that, when executed, growth goals are accomplished, thus increasing shareholders' value. This information will be presented to the Chief Operating Officer (COO) in the form of an Execution Plan prior to the start of each fiscal year and then reviewed during an annual Performance Review at the completion of each fiscal year. The ASFS Operations Sector Manager, while they may or may not be a member of the company's Quality Council under the company's Quality Management System (QMS), must be a strong supporter of the QMS committed to its use and continual improvement The ASFS Operations Sector Manager is appointed as an Officer of the Corporation at the Executive Vice President level by the DCS Board of Directors. The delegated authority for this position applies to leading and managing the Sector as the senior executive and spans organizational lines as necessary to meet assigned responsibilities and to accept accountability for the results accomplished. The ASFS Operations Sector Manager reports to the COO and currently has four (expanding to five in January of 2027) Operations Division Managers reporting to them. They also currently have one Project Control Branch Manager directly reporting to them. Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
