*This is restricted to current City of Minneapolis Employees in the Human Resources department.*
This position conducts prompt, thorough, and impartial investigations of complaints alleging violations of the City's policies. This position uses advanced investigative skills, analysis, and procedural knowledge to manage more complex cases and to assist and mentor the Human Resources Investigator I and Human Resources Investigator II positions.

Job Duties and Responsibilities

- Serve as a neutral factfinder in conducting and overseeing more complex or sensitive investigations. Use advanced investigative skills to gather and analyze relevant information and assess participant credibility.
- Use sound judgment and experience to determine when to act independently and when to consult with the Director and HR Attorney for guidance.
- Write investigative summary reports that are timely, thorough, well-written, and include clear and reasoned findings of fact.
- Proofread the reports of other investigators and provide the necessary guidance to enhance analysis and clarity of findings.
- Assist and mentor Human Resources Investigator I and Human Resources Investigator II to help them gain increasing knowledge, proficiency, and effectiveness. Demonstrate advanced skill and competence both as an investigator and team leader.
- Participate in weekly meetings to review active cases and plan investigations. Lead this meeting in the Director's absence.
- As a subject matter expert on the investigative process, support the Director in managing that process, providing training and non-legal counsel to City leadership and HR Business Partners when appropriate.
- Throughout the investigative process, effectively communicate and manage the expectations of affected leadership and participants.
- Assist in managing electronic record keeping for investigations and ensure data accuracy. Train and guide other investigators in the proper use of related systems.
- When assigned, lead unique or complex projects, such as RFP processes or policy revision/creation.
- Maintain current knowledge of workplace investigations and recommended practices through regular continuing education and active membership in the Association of Workplace Investigators.
- Ensure discretion and appropriate handling of sensitive employee information.
- Remain diplomatic, neutral, and respectful to all parties throughout the investigation.
- Appear for depositions and as a witness for the City in litigation for investigations.

Required Qualifications

Minimum Education Bachelor's degree or equivalent in Human Resources, Communications, Journalism, Legal, or a related field. Minimum Experience Three years of related experience Licenses/Certifications Within the first two years, must attend the Association of Workplace Investigators Academy and attain the AWI-CH certificate. Cost and time to attend provided by the employer. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
