Duties, Responsibilities & Other

KCI is seeking part-time field liaison(s) responsible for coordinating as an intermediary between the archeology field crew, contractors and tribal monitors for a project located in Cumberland County, Pennsylvania. This includes job responsibilities as listed below. The field work is anticipated to last approximately 5 months beginning summer 2026 and ending before the end of 2026. During this effort, the consultant will rotate two field crews so that excavations can occur 7 days a week, 10 hours per day. One field liaison will be on the project site at all times during the archeological monitoring work.

Specifically, the field liaison is responsible for:

    Serving as the primary point of contact for tribal monitors, Faithkeepers, or other Tribe and Nation representatives while in the field;
  • Facilitating scheduling and participation of tribal monitors and Faithkeepers;
  • Ensuring the Tribes and Nations receive timely formal notifications about:
    • excavation schedules and schedule changes,
    • archaeological discoveries;
  • Relaying formal and informal communications between PennDOT, the archeology consultant, contractors, and Tribe and Nation representatives;
  • Helping organize, attend and support cultural sensitivity and awareness training for archaeologists and contractors;
  • Participating in weekly coordination meetings and helping resolve communication disputes or field conflicts;
  • Taking the lead on providing protocol reminders during the weekly protocol meetings;
  • Identifying which protocol topics should be refreshed during the daily safety meetings;
  • Supporting compliance with agreed cultural protocols and consultation commitments;
  • Assisting with access, safety coordination, and monitoring requirements;
  • Ensuring that tribal concerns are integrated into archaeological recovery and construction monitoring activities;
  • Helping oversee respectful treatment of culturally sensitive materials and adherence to duty-of-care procedures;
  • Ensuring field crew is adhering to field recovery protocols;
  • Reporting protocol issues that may arise in the field to PennDOT and KCI project team members;
  • Archeology consultant will prepare and send daily summary emails to field liaison(s). The appropriate field liaison will review the email and send it to Tribes and Nations daily.

If at any time tribal monitor(s) do not feel that the consultant archeology team is adhering to the proper protocols established in the Revised Mitigation Plan, which will be furnished upon hire, the field liaison will be notified and will work with tribal monitor(s) to identify the issue and then with the consultant archeology team to rectify the identified issue. As needed, the field liaison will elevate issues to PennDOT and KCI project team members.

Field liaisons must review, sign, and comply with the project's health and safety plan (HASP) and will be responsible for furnishing the following personal protective equipment (PPE): lace-up safety-toed boots. KCI will provide the following PPE for the field liaison: lime green safety vests, hard hats, and eye protection, which must be worn at all times on-site.

Any requirements by the owner, including eRailSafe training must be taken prior to field work commencing.

The tribal liaison will be subject to confidentiality requirements to protect the site itself and any features or artifacts that may be recovered

Qualifications

Education and/or Skills Required:

  • Minimum of 8 years of relevant work experience with a high school diploma/GED or minimum of 6 years of relevant work experience with a Bachelor's Degree.
  • Ability to understand construction plans, specifications, and procedures.
  • Demonstrate basic math skills, including geometry and trigonometry.
  • Possess the ability to read, write, and communicate fluently.
  • Work effectively as a team member and complete daily reports by hand and computer.

Certificates, licenses, and/or Registrations Required:

  • Valid Driver's License
  • Ability to maintain required certifications.

Pre-employment drug screening and background check are conditions of employment. Motor vehicle checks may be required based upon position.
