The FDIC Treasury Integrated Platform (TIP) is a cloud-native modernization of legacy financial reporting systems, delivering enterprise analytics and reporting through Power BI embedded within an Angular and Spring Boot application. We are seeking a hands-on Power BI Embedded Specialist/Architect to own the Power BI ecosystem end-to-end. This includes tenant setup, semantic modeling, Row-Level Security (RLS), embedded analytics integration, reporting delivery, and governance.

This is not a report-only role or a pure architecture role-it requires deep technical execution across Power BI Service, Embedded, and enterprise data modeling.

Key Responsibilities:

Power BI Platform & Embedded Setup

Configure Power BI tenant, capacity (Premium / Embedded), workspaces, and deployment pipelines (Dev/Test/UAT/Prod)
  • Set up Microsoft Entra ID service principals and App-Owns-Data embedding
  • Define and implement Power BI Embedded architecture and integration with Spring Boot and Angular
  • Configure secure connectivity to Azure PostgreSQL (Flexible Server)

Semantic Modeling & Data Layer

  • Build certified Power BI semantic models (DAX, Power Query, dimensional design)
  • Implement RLS (including dynamic RLS for embedded scenarios)
  • Configure Import, DirectQuery, and Composite models
  • Implement incremental refresh and reusable KPI measures

Reporting & Analytics

  • Develop interactive dashboards, KPIs, and canned reports
  • Build paginated reports for export-heavy requirements
  • Support self-service analytics using governed datasets
  • Ensure Section 508 / WCAG 2.1 AA compliance

Embedded Integration

  • Implement Power BI REST APIs (including GenerateToken for embedding)
  • Define embed configurations and security model for App-Owns-Data
  • Support Angular SDK integration and Spring Boot token services
  • Troubleshoot embedding, RLS, refresh, and capacity issues

Governance & Operations

  • Define report lifecycle (Dev Prod via deployment pipelines)
  • Configure subscriptions, scheduling, and distribution
  • Enable Power BI audit logging and integrate with Splunk
  • Support UAT, production rollout, and operational readiness

Qualifications

Required Skills:

  • Bachelor's degree and 5 years of experience or 9 years with a HS Diploma/equivalent
  • 5+ years Power BI (Service, Desktop, Embedded)
  • Proven experience with App-Owns-Data Power BI Embedded
  • Expert-level DAX and strong Power Query (M)
  • Strong RLS implementation experience (dynamic + embedded scenarios)
  • Power BI REST API experience (embedding, admin, automation)
  • Experience with Azure PostgreSQL connectivity
  • Workspace, dataset, and deployment pipeline administration
  • Experience delivering enterprise reporting solutions end-to-end
  • Must be a US Citizen
  • Must be able to obtain and maintain the required agency clearance
  • Must be able to obtain the Microsoft Certified: Power Platform Fundamentals (PL-900) certification within 30 calendar days of onboarding

Preferred Skills

  • Power BI Data Analyst (PL-300) / Power Platform Solution Architect (PL-600) / Azure Enterprise Data Analyst (DP-500) / Fabric Analytics Engineer Associate DP-600 certification
  • Federal or financial services experience (FDIC/Treasury a plus)
  • GCC or GCC High Power BI experience
  • Paginated Reports (Power BI Report Builder)
  • Power Automate for reporting workflows
  • Splunk integration for audit/telemetry
  • Familiarity with Angular / Spring Boot (integration-level understanding)
