Overview/ Job Responsibilities

Position is contingent upon contract award and funding.

Entarian is seeking an experienced Program Manager, Service Design to lead the planning, design, and governance of complex technical solutions and service capabilities supporting defense, federal, and mission-critical environments. The Program Manager, Service Design is responsible for coordinating solution development activities, ensuring architectural alignment, and managing the transition of technical concepts into executable service offerings. This role serves as the integration point between architects, engineering teams, cybersecurity personnel, operations teams, customers, and delivery partners to ensure solutions are designed for scalability, security, reliability, and operational success.

The ideal candidate will have demonstrated experience managing complex technical solution design efforts involving space systems, ground infrastructure, mission operations, communications networks, cloud environments, or enterprise IT capabilities.

Key Responsibilities include, but are not limited to:
    Lead program-level service design activities, coordinating solution development from concept through operational implementation.
  • Manage the development and governance of technical solutions, ensuring alignment with customer mission requirements, enterprise architecture standards, and operational objectives.
  • Serve as the primary program management interface between solution architects, engineering teams, cybersecurity personnel, operations organizations, and customer stakeholders.
  • Establish and manage service design processes, including requirements alignment, architecture reviews, design approvals, and transition planning.
  • Coordinate development of solution architectures, technical road-maps, implementation strategies, and operational concepts.
  • Support architecture governance activities including technical reviews, design boards, engineering working groups, and stakeholder decision forums.
  • Ensure proposed solutions address functional requirements, cybersecurity requirements, performance objectives, scalability needs, and life-cycle sustainment considerations.
  • Manage dependencies across architecture, engineering, infrastructure, software, cybersecurity, and operational work-streams.
  • Track solution design milestones, technical risks, action items, decisions, and readiness criteria to support successful delivery.
  • Facilitate trade studies, design assessments, and technical decision processes to support informed program execution.
  • Coordinate development and review of technical artifacts including architecture diagrams, system designs, interface documentation, implementation plans, and service transition documentation.
  • Support integration planning between new capabilities, existing systems, and operational service environments.
  • Identify technical, schedule, resource, and integration risks associated with solution development and coordinate mitigation strategies.
  • Support transition planning from solution design through implementation, deployment, and service operations.
  • Develop executive-level briefings, program status reports, decision packages, and governance materials for leadership and government stakeholders.
  • Coordinate with external partners, subcontractors, and mission stakeholders to ensure solution alignment and execution readiness.

Salary range: $215,000.00 - $240,000.00



Minimum Qualifications

  • Active Secret clearance (TS/SCI preferred depending on program requirements).
  • Bachelor's degree in Engineering, Computer Science, Information Technology, Business, Program Management, or a related discipline. Equivalent experience may be considered.
  • Minimum ten (10) years of experience managing complex technical programs, solution development efforts, service design activities, or systems integration initiatives.
  • Demonstrated experience managing cross-functional technical teams responsible for architecture, engineering, implementation, and operational transition.
  • Experience supporting solution architecture development, technical governance, and design review processes.
  • Experience coordinating complex technical requirements across multiple stakeholders, organizations, and delivery teams.
  • Strong understanding of enterprise architecture, systems engineering principles, service design methodologies, and technical life-cycle management.
  • Experience managing technical road-maps, dependencies, risks, and implementation planning.
  • Experience supporting defense, federal, aerospace, communications, cloud, or enterprise IT programs.
  • Strong written and verbal communication skills with the ability to communicate technical concepts to engineering teams, program leadership, and government customers.
  • Proficiency with Microsoft Office Suite, including Word, Power-Point, Excel, Project, and Outlook.
  • Ability to travel approximately 25% to support customer locations, architecture reviews, partner engagements, and operational activities.


Desired Qualifications

  • Experience supporting Department of Defense, U.S. Space Force, NASA, or Intelligence Community programs.
  • Experience managing service design or solution architecture activities within large enterprise IT, cloud, or mission systems environments.
  • Familiarity with enterprise architecture frameworks such as DoDAF, TOGAF, or similar methodologies.
  • Experience supporting cloud architecture, AWS GovCloud, Azure Government, hybrid cloud, or platform service design.
  • Experience supporting Digital Engineering, Model-Based Systems Engineering (MBSE), Digital Thread, or Digital Twin initiatives.
  • Experience managing DevSecOps, software factory, or modern application delivery environments.
  • Experience supporting cybersecurity architecture, Zero Trust, RMF, or secure-by-design solution development.
  • PMP, PgMP, SAFe, ITIL, or equivalent professional certification.
  • Experience developing technical proposals, solution concepts, Statements of Work (SOWs), and Basis of Estimate (BOE) inputs.
  • Experience leading architecture governance boards, technical interchange meetings, and executive-level design reviews.
