Leidos is seeking a Configuration Management Lead to support the Global Solutions Management - Operations II program and its mission to design, develop, test, deliver, and sustain advanced operational capabilities for DISA and its mission partners.

The selected candidate will serve as the program's primary owner for configuration management, baseline control, deployment coordination, and release governance for a complex AWS IL5/IL6 system-of-systems environment. This role requires a combination of hands-on software engineering combined with a strong process leadership to coordinate across engineering, DevOps, test, cyber, infrastructure, operations, product management, customer stakeholders, and partner organizations to ensure that capabilities are delivered in a controlled, repeatable, secure, auditable, and mission-aligned manner.

The program delivers and sustains a mission platform that collects, normalizes, correlates, enriches, visualizes, and operationalizes large volumes of network, cyber, performance, event, configuration, and operational data. The platform supports network situational awareness, event correlation, auto-ticketing, predictive analytics, automated troubleshooting, and future self-healing network capabilities. Key technologies and integrations include AWS IL5/IL6 environments, Elastic/Kibana, Confluent Kafka, Logstash, IBM Watson AIOps, Databricks, ServiceNow, Jira, Confluence, Bitbucket, CI/CD pipelines, network automation tooling, data simulators, AWS diode-based data transfer, and integrations with multiple network and cyber data sources.

The Configuration Management Lead will ensure the program has disciplined control over software, infrastructure, data pipeline configurations, interface definitions, deployment packages, COTS/FOSS versions, environment baselines, security-relevant configurations, release artifacts, and operational documentation. The successful candidate will be able to translate complex technical delivery activity into a clear release management framework that supports customer confidence, operational stability, compliance, auditability, and mission outcomes.

This position requires strong leadership, communication, organization, and stakeholder-management skills. The candidate must be comfortable facilitating release readiness reviews, configuration control boards, deployment planning meetings, risk discussions, customer briefings, and cross-team coordination across a geographically distributed team.

The ideal candidate is a structured, proactive leader who can bring order to complex technical delivery activity. They are comfortable working across engineering and operations boundaries, asking hard readiness questions, documenting decisions, escalating risks early, and ensuring releases are delivered with discipline.

This role may support partial telework or remote work depending on program direction, but the candidate must be able to support customer and program needs associated with Scott AFB, IL and/or Fort Meade, MD, including on-site meetings, classified environment access, release events, or customer engagements as required.

Primary Responsibilities

  • Lead the program's end-to-end configuration management function across development, integration, test, staging, IL5, IL6, and production environments.
  • Own and maintain the program's Configuration Management Plan, release management procedures, baseline control processes, release governance model, artifact standards, change control workflows, and configuration status accounting practices.
  • Establish and manage the program's release calendar, release cadence, release readiness criteria, deployment windows, dependency tracking, cutover planning, rollback planning, and post-release validation activities.
  • Coordinate release planning and execution across software engineering, DevOps, cloud infrastructure, data engineering, test, cybersecurity, information assurance, operations, network automation, service management, and customer stakeholder teams.
  • Serve as the primary facilitator for release readiness reviews, configuration control boards, change advisory activities, go/no-go reviews, deployment planning sessions, and release retrospectives.
  • Ensure that release packages are complete, reviewed, approved, documented, and traceable prior to deployment, including code baselines, infrastructure changes, configuration updates, test evidence, security scan results, operational impacts, deployment instructions, rollback plans, and release notes.
  • Maintain traceability from requirements, epics, stories, defects, risks, and change requests through implementation, testing, approval, deployment, and operational acceptance using tools such as Jira, Confluence, Bitbucket, and related CI/CD or artifact repositories.
  • Coordinate configuration control for software, scripts, data pipelines, dashboards, integrations, environment variables, deployment manifests, infrastructure-as-code artifacts, automation workflows, interface definitions, COTS/FOSS components, and operational runbooks.
  • Ensure that configuration baselines are maintained for program environments, including non-production environments, data simulators, network automation test environments, IL5/IL6 deployment targets, and production operational capabilities.
  • Partner with DevOps and engineering teams to ensure CI/CD pipelines support controlled promotion of builds through environments, including appropriate tagging, versioning, approval gates, automated testing, artifact retention, and deployment evidence.
  • Work with cybersecurity and information assurance stakeholders to ensure releases comply with applicable DoD security expectations, STIG-related configuration requirements, privileged access controls, vulnerability remediation priorities, and audit evidence needs.
  • Coordinate release impacts for mission-critical operational capabilities, including event processing, performance monitoring, cyber monitoring, dashboarding, auto-ticketing, network automation, predictive analytics, and operational integrations.
  • Manage configuration and release coordination for integrations involving tools and data sources such as Elastic/Kibana, Kafka, Logstash, Watson AIOps, Databricks, ServiceNow, Jira, Confluence, Bitbucket, network management systems, cyber data sources, and AWS IL5/IL6 platform services.
  • Identify and manage release risks, schedule dependencies, environment constraints, approval blockers, test readiness issues, operational impacts, and cross-team coordination gaps.
  • Provide clear and timely status to program leadership and customer stakeholders on release scope, readiness, risks, defects, open actions, deployment progress, production impacts, and post-release outcomes.
  • Develop and maintain executive-level and operational-level release dashboards, metrics, reports, decision briefs, and release health indicators.
  • Support audits, customer reviews, engineering reviews, operational readiness reviews, and program assessments by providing accurate CM records, release evidence, configuration status, and change history.
  • Drive continuous improvement of CM and release management processes to increase deployment reliability, reduce rework, improve auditability, shorten release cycles, and strengthen alignment between engineering delivery and operational mission needs.
  • Provide guidance, mentoring, and process training to engineering, DevOps, test, operations, and product teams on CM discipline, release procedures, documentation expectations, branching/release conventions, change control, and baseline management.
  • Coordinate with external stakeholders, partner contractors, and adjacent systems as needed to support integration planning, data-sharing dependencies, release synchronization, environment alignment, and customer-directed consolidation or interoperability activities.

Basic Qualifications

  • Bachelor's degree in information systems, computer science, engineering, business, management, or a related discipline, with 8+ years of relevant experience. Additional experience may be considered in lieu of degree depending on program requirements.
  • Experience leading or supporting configuration management, change management, deployment coordination, or software baseline management for a complex software, cloud, data, infrastructure, or mission IT program.
  • Demonstrated ability to lead cross-functional teams through release planning, readiness assessment, approval coordination, deployment execution, and post-release validation.
  • Experience developing, maintaining, or executing configuration management plans, release management procedures, change control processes, release checklists, deployment plans, rollback plans, release notes, and configuration status reports.
  • Experience coordinating releases across multiple environments, including development, integration, test, staging, pre-production, and production.
  • Experience working with Agile, Scrum, Kanban, DevOps, or scaled Agile delivery teams.
  • Experience using Jira, Confluence, Bitbucket, Git, or comparable tools to support work tracking, documentation, version control, release traceability, and change coordination.
  • Familiarity with CI/CD concepts, software build promotion, artifact management, branching strategies, version control, automated testing, and deployment pipelines.
  • Ability to understand complex technical systems well enough to coordinate release impacts, dependencies, risks, and stakeholder decisions without needing to serve as the hands-on engineer for every component.
  • Strong communication skills, including the ability to brief customers, program leadership, technical teams, and operational stakeholders on release status, risks, decisions, and actions.
  • Strong organizational skills and attention to detail, with the ability to manage multiple releases, priorities, dependencies, and stakeholder expectations simultaneously.
  • Demonstrated ability to anticipate problems, drive closure on open actions, resolve coordination gaps, and maintain discipline in a fast-moving delivery environment.
  • Experience supporting federal, defense, intelligence, telecommunications, cybersecurity, cloud, network operations, or other mission-critical environments.
  • Active Secret clearance or ability to obtain an interim Secret clearance prior to start, based on program requirements.
  • Ability to obtain required DoD baseline certification, such as Security+ CE or equivalent IAT II certification, if required by the program or customer.

Preferred Qualifications

  • Experience supporting DISA, DoD, DODIN, DISN, GSM-O, network operations, cyber operations, or mission IT modernization programs.
  • Experience with release or configuration management in AWS, AWS GovCloud, IL5, IL6, or other controlled cloud environments.
  • Experience supporting mission platforms involving Elastic/Kibana, Kafka, Logstash, Databricks, ServiceNow, Watson AIOps, Jira, Confluence, Bitbucket, Jenkins, Artifactory, Ansible, Kubernetes, OpenShift, Docker, or similar technologies.
  • Experience coordinating releases for data processing pipelines, analytics platforms, observability platforms, network monitoring systems, cyber monitoring systems, automation workflows, or service management integrations.
  • Experience with ServiceNow change management, ITSM workflows, operational ticketing, incident/problem/change processes, or auto-ticketing integrations.
  • Experience supporting configuration control for infrastructure-as-code, COTS/FOSS baselines, security-relevant configurations, environment variables, dashboards, data schemas, APIs, interfaces, deployment manifests, or operational runbooks.
  • Experience facilitating configuration control boards, change advisory boards, release readiness reviews, operational readiness reviews, or customer approval forums.
  • Experience supporting compliance, audit readiness, STIG remediation tracking, vulnerability remediation coordination, security scan evidence collection, or DoD cyber process integration.
  • Experience coordinating geographically distributed teams, remote engineering teams, multiple contractors, customer stakeholders, and operational users.
  • Experience with ITIL, SAFe, Scrum, PMP, CMMI, ISO, or other process improvement, service management, or delivery governance frameworks.
  • Experience developing release metrics, CM dashboards, deployment scorecards, executive briefings, risk registers, action trackers, and decision logs.
