Cyber Exercise Intelligence Planner

Location: Offutt AFB, NE / STRATCOM

Minimum Clearance Required: Top Secret / SCI

This position requires a Top Secret U.S. Government Security Clearance to be considered. U.S. Citizenship status is required, as this position necessitates an active U.S. Government Security Clearance for employment. Non-U.S. citizens are not eligible to obtain a U.S. security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance process for industry applicants. Adjudicative factors which affect the outcome of the eligibility determination include, but are not limited to, allegiance to the U.S., foreign influence, foreign preference, criminal conduct, security violations, and illegal drug use.

As a Cyber Exercise Intelligence Planner, you will support planning, coordination, and execution of joint operations and exercises. This role provides operational expertise spanning national-level decision-making through unit-level execution, ensuring realistic, mission-focused support to strategic and operational objectives. The ideal candidate brings deep knowledge of gathering and analyzing all-source intelligence community products open source reports, and diplomatic reports.

Who You Are and What You Need:



  • An active, fully-adjudicated TS/SCI clearance.
  • At least an Associate or Bachelor's degree Military Studies, Strategic Studies, International Affairs, or related field preferred; equivalent military operational experience may be substituted.
  • Minimum of 7 years of experience in gathering and analyzing all-source intelligence community products, open-source reports, and diplomatic reports.
  • Prior experience supporting Cyber operations.
  • Previous military operational experience in joint operations environments.
  • Prior job experience working at a CCMD and/or Joint Staff, preferably supporting Joint exercises, operational planning teams, or Combatant Command activities.
  • Strong communication and briefing skills with the ability to speak authoritatively on intelligence matters.
  • Ability to operate effectively in dynamic, high-tempo operational and exercise environments.
  • Experience collaborating across multi-service and interagency organizations.



What You Will Do:



  • Identify intelligence operational training and exercise objectives, assess intelligence inputs to meet these objectives, ensure coordination with Intelligence Directorate senior analysts, and develop exercise intelligence concepts, themes, timelines, road to crisis, scenarios, event flow, story boards, and opposing forces/situational forces campaign plans to meet training criteria.
  • Liaise with USSTRATCOM/J2 Intelligence Directorate, and other organizations across the greater Intelligence Community (IC), to further develop the exercise framework by identifying and assessing exercise objectives, and coordinate the use of appropriate replicated intelligence products, briefings, and reports.
  • Develop and inject exercise intelligence data for training/exercise scenarios.
  • Develop and inject data files for intelligence-based programs used to support training/exercise development and execution.
  • Develop responses to RFI from training/exercise participants and follow-through to completion.
  • Replicate the decisions and/or insights of non-participating intelligence entities/national/senior-level leadership during exercise event execution.
  • Compile requirements for, and provide input to, the Consolidated Exercise Support (CESR) message.
  • Perform duties intelligence facilitators and/or role players.
  • Read daily intelligence reports, collaborate regularly with Intelligence Community SMEs, and participate in relevant conferences to remain informed on intelligence sources and methods, as well as adversary capabilities and Tactics, Techniques, and Procedures (TTPs).
  • Design, plan and execute Joint Exercise events, including TTXs, ROC drills, senior leader discussions, seminars, and other wargaming related activities.
  • Communicate with stakeholders regarding all event requirements including design, milestones, support, logistics, participants, documentation, and updates.
  • Support identification of event participants/players, tools, scenario triggers, data capture methods, and lessons learned.
  • Support event-specific planning teams through all phases of event development. Carry out follow-on meetings/interim planning reviews necessary to meet established POA&M.
  • Conduct executive-level support and necessary administrative/security/ logistics tasks required for proper execution of the event. Liaise with directorate and command-level audiovisual technical support.
  • Other requirements as directed by the Program Manager.
