Director, Management

Job Summary:

The Director, Management will serve as the management and operations lead for a global United States Government (USG)-funded project, managing cross-functional teams and project activities from award through close-out for a multi-country health project. They will plan and direct implementation schedules, monitor budget/spending, and organize project activities ensuring completion of the project on schedule and within budget constraints. Through a matrixed structure, they will contribute to the selection, development, and evaluation of personnel to ensure efficient project implementation. Under the direction of the Project Director, the Director, Management will work closely with department and project senior management, the Project Management Team (PMT), technical staff and country teams to ensure financial, administrative, contractual, logistical efficiency and compliance. They serve as a liaison between staff and the organization's administrative and enterprise services to maintain smooth operations between headquarters and field offices. They will supervise a team of management and operations staff with a majority focus on core initiatives, sub-agreement and procurement management, and project contractual compliance. Proven leadership experience on complex, global projects is a requirement for this position.

Accountabilities:

• Provides support to the Project Director to ensure the project is implemented in an efficient, compliant, timely and results-oriented manner.

• Works closely with PMT, technical and finance leadership teams to manage, implement, and monitor systems, services, staff, and budgets to achieve financial, administrative and project goals.

• Provides timely and accurate project reports to company management and donors as required.

• Ensures award procurement practices are in compliance with relevant policies, rules, and regulations (e.g., USG and FHI 360).

• Maximizes efficiencies, both in cost and operationally, in the implementation of the project.

• Executes management processes and methodologies to ensure results are delivered on time, within budget, and in alignment with contractual terms and conditions.

• Works closely with project leadership in the establishment and management of contractual reporting systems and structures to ensure on-time submission to the client.

• Works closely with project leadership to ensure timely, high-quality, and complete submission of all reporting requirements.

• Oversees and leads cost-efficient sub-awarding of multiple organizations globally.

• Leads project wide human resource planning, and contributes to the recruitment, orientation, and supervision of project staff to support project and ensure the completion of programmatic and workforce planning needs are met and achieved.

• Engages with the client on management and operations-related items.

• Collaborates with staff to ensure that project implementation is managed closely through thedevelopment of structured work plans. Provides functional and operational supervision through a matrix management approach to project staff to ensure the project is implemented in line with workplans, and facilitates problem solving, troubleshooting and escalation of issues that arise at country level

• Provides leadership to staff to ensure the development of timely, high quality and regulation compliant activity reporting per organization and donor guidelines.

• Provides supportive guidance and supervision to staff, and managers who are charged to implement projects within the assigned area of expertise.

• Collaborates with cross functional groups on matters concerning staff development that leverages international staff to mentor local staff, so as to maintain project accountability and scale in the short term and fast track capacity building for the long term.

• Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

• Serves as a de-facto deputy to the Project Director.

• Performs other duties as assigned.

• Operations management, corporate policies, compliance, and procedures oversight experience.

• Demonstrated public relations and diplomacy skills required.

• Excellent oral and written communication skills.

• Ability to speak the country's language.

• Ability to build positive local working relationships with local communities, government officials, and donor representatives.

• Ability to analyze and establish effective and supportive cross- project coordination, organizational procedures, and management systems.

Education: **

• Bachelor's Degree or its International Equivalent in Business Administration, Public Health, Social Sciences or Related Field.

• Project Management (PM) Certification preferred.

Experience: **

• Typically requires a minimum of 12+ years of relevant experience in project management with projects management principles and practices.

• Leadership experience on large, multi-country global projects, USG-funded projects strongly preferred.

• Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).

• English fluency required; fluency in a second language (e.g., French, Spanish, Portuguese, Russian, etc.) an added benefit.

• Typical office environment.

• Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

• Ability to sit and stand for extended periods of time.

• Ability to lift/move up to 5 lbs.

Technology to be Used:

• Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

• 10% - 25%

The expected US Based hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. For internal candidates, salary placement will also follow FHI 360's current promotional increase guidelines. Final compensation will be determined in accordance with applicable law and FHI 360 policy.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: USD $130,000 - $160,000 annually

International hiring ranges will differ based on location.
