This position offers additional compensation in the form of discretionary short-term incentives (i.e. bonus, incentives, and/or commission). The Community Reinvestment Act Officer (CRA) is responsible for developing, implementing, and administering all aspects of the Bank's Community Reinvestment Act Compliance Program. This position provides specialized expertise to ensure regulatory compliance and data integrity of CRA and HMDA and provides support to the lending operations area and senior management through management reports.
Responsibilities include, but are not limited to:
- Maintains a competent level of expertise and knowledge of the requirements of the various laws, regulations and rulings governing the Bank's CRA, HMDA, and Fair Lending activities, staying current on regulatory updates, supervisory guidance, and industry concerns.
- Ensures that the public CRA file contains the necessary information to meet regulatory requirements. Ensures that the required CRA lobby notices are posted as applicable.
- Establishes and monitors a program of CRA training and education for all Bank employees and assists bank employees with CRA and HMDA related questions.
- Establishes and monitors a program of Fair Banking training and education for impacted Bank employees and assists bank employees with Fair Banking related questions.
- Work with business lines and the compliance department to annually update and oversee the Fair Banking Policy and qualitative Fair Banking Risk Assessments to ensure inclusion of related initiatives or corrective actions.
- Responsible for creating; tracking; monitoring; analyzing and testing of fair lending related data and the reporting of results and exceptions to the appropriate committees and Bank Management.
- Advocate for a strong culture of Fair and Responsible Banking with management and business partners.
- Monitors the Bank's identification and data collections of community development loan, investment, and service activities. Creates and implements enhancements to data collection processes.
- Identifies opportunities for community development projects. Tracks qualified community development loans, investments, and services, including detailed information on each organization and methodology for qualification. Suggests ways to improve CRA performance.
- Conduct periodic reviews of the Bank's Assessment Areas to ensure reasonableness.
- Works with the Marketing Department and Community Development officers to sustain and improve engagements in underserved communities.
- Partners with the Director of Regulatory Compliance on investigating and responding to complaints related to fair lending.
- Responsible for annual submission of CRA and HMDA files to regulators within prescribed deadlines and preparation of annual CRA report to the board detailing the Bank's current performance.
- Works with management to determine assessment area changes as well as fair lending concerns during acquisitions.
- Develops and maintains a library of CRA/HMDA and fair lending resources.
- Coordinates compliance efforts with internal auditors and regulatory examiners, furnishing requested information.
- Manages and supervises the CRA and HMDA Specialist position. Responsible for training, mentoring and oversight of day-to-day activities. Monitors work to ensure data integrity for CRA and HMDA reporting, including, but not limited to, reviewing loan file samples. Assists in daily operations as needed to meet deadlines.
- Cross-sell bank products and services in a professional manner.
- Complete required training associated with job function.
- Performs other related duties as assigned.
Qualifications
Education:
- Bachelor's degree in finance, business, or related field preferred.
Experience:
- 3+ years of CRA experience and/or Fair Lending experience.
- Experience with CRA Wiz preferred
Skills:
- Working knowledge of Microsoft Word and Excel. Thorough knowledge of bank operations, general ledger system and loan operations.
- Strong organizational skills. Must be able to work with a significant amount of detailed information in an accurate, timely and confidential manner.
- High level of interpersonal skills to interact with employees in a professional manner.
- Ability to analyze and dissect loan data to determine if the Company is meeting desired CRA goals and objectives.
- Strong written and verbal communication skills to communicate effectively with diverse groups and individuals. Ability to write reports, policy, and procedure manuals. Ability to effectively present information and respond to questions.
- Critical thinking skills. Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to work independently, problem solve and make decisions with minimal supervision.
- Strong knowledge of both internal policies and procedures and the respective state and federal laws and regulations governing departmental functions to ensure performance of individual job duties within the proper control environment.
- Ability to work and develop credibility with regulatory personnel.
- Ability to work with community groups and government agencies.
- Willingness to travel to other bank locations.
