The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

SPA's AUKUS Portfolio provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy, and business analysis to NAVSEA's AUKUS Integration and Acquisition (I&A) Program Office and associated partner organizations. Analysts and Engineers supporting AUKUS will continue SPA's decades of support to the undersea force and assist in developing a trilateral submarine force for the future. This is a high-profile, major international program of significant importance to the future of the U.S. Navy and its partners in an era of renewed strategic competition.

SPA has an immediate need for a Senior Program Analyst or Senior Policy Analyst to serve as the AUKUS Pillar I Phase 2 Liaison between the International Team and the Phase 2 Team.#MC

The Senior Analyst will serve as lead and strategic advisor in collaboration with a high-profile client organization, focusing on rigorous efforts to implement international agreements surrounding developing AUKUS efforts. The Senior Analyst will apply a strong familiarity with the Foreign Military Sales (FMS) and Export Control processes and priorities to help identify, develop, and execute new strategies and initiatives in international program management.

This position is located in Alexandria, VA with the expectation for regular travel to client and other stakeholder locations.

Key responsibilities include:

• Regularly deliver accurate, relevant, and structured updates on Phase 2 activities to ensure alignment of objectives, expectations, action items, and situational awareness across the International and Phase 2 Directorates
• Develop strategic solutions to enhance policy-related aspects of Phase 2 initiatives
• Respond to requests for information related to FMS, export control regulations, and foreign disclosure requirements.
• Provides organizational alignment for schedule and milestone requirements across the International Directorate
• Support the development of budget requests to support the development of FMS cases
• Create deliverables for and assist in briefing flag and Senior Executive Service (SES)-level audiences
• Develop correspondence to foreign partners in accordance with the Navy Correspondence Manual, SECNAV M-5216.5
• Support the risk management process by identifying, analyzing, planning mitigations, and tracking programmatic risks
• Capture and proactively maintain the status of program action items

Required Qualifications:

• Professional Acumen & Independence: Strong interpersonal, cross-cultural, and diplomatic communication skills, with a proven ability to operate with high autonomy, anticipate emerging roadblocks, and proactively mitigate issues
• Stakeholder Coordination: Proven ability to navigate, coordinate, and communicate effectively between government program offices, military services, international partners, and private industry stakeholders
• Program Management & Risk Analysis: Demonstrated proficiency in program tracking, action item management, milestone scheduling, and identifying, analyzing, and mitigating programmatic risks
• Security Cooperation Experience: Three (3) or more years of direct experience supporting Foreign Military Sales (FMS), international arms sales, security cooperation, or defense trade compliance
• Security Clearance: Active Department of Defense (DoD) SECRET security clearance with current background investigation

Desired Qualifications:

• Education: Bachelor's degree in Engineering, Operations Research, International Relations, National Security, Business Management, or a related technical/policy discipline
• Regulatory & Export Control Knowledge: Demonstrated working knowledge of U.S. export control regulations, such as International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and foreign disclosure processes
• Trilateral & AUKUS Experience: Prior direct experience supporting AUKUS Pillar 1 or Pillar 2 capability areas
