THE POSITION

The Department of Transportation Human Resource Office is looking for a human resource professional to assist in the management of employee relations activities for assigned organizations. This includes providing consultation on employee relations matters, processing grievances, performing investigations for disciplinary actions, conducting Labor Management meetings, and providing training on employee relations issues. DESCRIPTION OF WORK

This role focuses on coordinating employee relations activities and guiding managers and supervisors through complex workplace matters. As a Human Resource Analyst 3, you will perform the following duties:

  • Disciplinary Coordination: Coordinate disciplinary actions and advise managers on procedures
  • Contract Guidance: Provide interpretation and guidance on collective bargaining agreements
  • Grievance Management: Investigate grievances, attend meetings, and negotiate settlements
  • Case Preparation: Support preparation of cases for arbitration and civil service appeals. Present cases at Eastern or Western Joint Area and State Committees
  • Policy Review: Review and revise departmental policies and agreements with the union
  • Training Delivery: Conduct training on employee relations topics

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of analytical experience that includes two years of professional human resource experience, and a bachelor's degree; or
  • An equivalent combination of experience and training.
