Job Summary

Under the general direction of the Executive Director for Finance and Administration and with a high degree of independence and autonomy, the Director of Finance leads the Library's finance team. This position is responsible for managing the Library's financial resources to provide short and long term financial planning and efficient financial operations. Provides proper stewardship of campus resources and ensures compliance with UC and campus financial policies and division procedures. Provides leadership and management for general ledger accounting, purchasing, and travel. Serves as the primary finance manager and compliance officer for all financial activity. Develops and implements Library business processes to improve efficiency while maintaining strong internal controls. Initiates and oversees process improvement projects and ensures communication and training to all Library personnel regarding business operations.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's or higher degree in finance, accounting, business administration or related field, or an equivalent combination of education and experience.
  • Five or more years of progressively responsible experience managing budgets, financial services, accounting activity, and establishing internal controls in a multi-fund source, public service environment.
  • Experience in planning, implementing, and communicating process improvements to enhance work processes and systems, and to ensure compliance and internal controls.
  • Experience providing leadership and decision making to solve problems, evaluate business needs, analyze complex data, and develop meaningful solutions to specific problems.
  • Experience in supervision and personnel management including staffing resource assessment, recruitment, training and development, work assignment, team building, performance evaluation, corrective/disciplinary action, and conflict resolution.
  • Experience maintaining confidentiality of personnel, payroll, or other sensitive issues and exercise discretion in dealing with controversial or potentially sensitive topics.
  • Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and accounting policies and procedures in a multi-fund source environment, including finance and budget policies, practices, and systems; budget and reporting techniques, resource planning/risk management, and internal control practices and their impact on protecting resources.
  • Interpersonal and communication skills to clearly and effectively articulate goals and objectives to a diverse audience, secure and/or provide clarifying information, resolve problems, and effectively communicate policy decisions.
  • Good judgment in selecting methods and techniques for obtaining solutions, and working independently, collaboratively, and collegially as part of a large, matrix organization.

Preferred Qualifications

  • Lean Six Sigma or other certifications in process improvement or project management.
  • Master's degree in business or related field.
  • Seven or more years in budget development and management.
  • Experience leading business-process improvement, organizational-change initiatives, and information-systems implementations, including management information systems and other tools for financial modeling, tracking, and analysis.
  • Experience developing rates for matrixed organizations.
  • Interpersonal and communication skills, including customer service skills and ability to deliver training, to effectively communicate and interact across the organization at all levels to communicate complex information, ideas, and issues, and ensure compliance with UCD policy and procedures.
  • Knowledge of UC financial systems, policies, and processes.

Work Environment

UC Davis is a smoke and tobacco free campus effective January 1, 2014.
