JOB SUMMARY

Belgravia Center is a residential reentry program dedicated to supporting justice-involved individuals as they successfully transition from incarceration back into the community. Serving both AB109 and Long-Term Offender Reentry (LTOR) participants, the program works in close partnership with the Fresno County Probation Department, the California Department of Corrections and Rehabilitation (CDCR), and a network of community-based service providers to promote stability, accountability, and long-term success. As a co-ed residential facility, Belgravia Center provides safe and structured housing for up to 75 residents. Through comprehensive case management, employment support, life skills development, community resource linkage, and individualized reentry planning, residents are equipped with the tools and support necessary to achieve self-sufficiency and successful reintegration. By fostering a safe, supportive, and recovery-oriented environment, Belgravia Center helps residents build the foundation for long-term housing stability, employment success, and productive community living.

The Monitor reports directly to the Assistant Program Director and is responsible for maintaining the safety, security, and orderly operation of Belgravia Center while providing direct supervision and support to residents. This position plays a critical role in promoting a structured, accountable, and therapeutic environment by ensuring residents comply with program rules, schedules, and expectations while fostering a respectful and professional atmosphere. The Monitor conducts routine security rounds, resident counts, room inspections, perimeter checks, and pat-down searches to maintain facility security and ensure the safety of residents, staff, and visitors. This position is responsible for accurately documenting resident behavior, incidents, policy violations, and other required activities in accordance with agency policies, contractual requirements, and applicable regulations. The Monitor also performs observed urine specimen collections, responds promptly to emergencies, assists with general office and administrative tasks, and provides transportation on behalf of the Agency when required. Through consistent supervision, sound judgment, professionalism, and effective communication, the Monitor helps promote resident accountability, supports successful program participation, and contributes to a safe, secure, and recovery-focused environment that encourages long-term stability and successful community reintegration.



ESSENTIAL JOB RESPONSIBILITIES



  1. Provide supervision and monitoring of residents.
  2. Monitor and ensure residents and visitors comply with all program policies and schedules.
  3. Make written notes/reports to document resident behavior, as per contract requirements.
  4. Complete multiple security checks throughout shifts including walking the perimeter, monitoring the grounds, documenting rounds, counts, and room inspections on appropriate forms.
  5. Perform routine pat down searches of residents.
  6. Quickly respond to incoming telephone calls and visitors or residents at the door/gate.
  7. Report and appropriately document resident behavioral incidents and/or violations of program policies.
  8. Perform some filing and other general office duties.
  9. Perform urine specimen collection and process specimens and documents in accordance with stated and approved procedures.
  10. Will drive on Agency business.
  11. Physical presence at the program is required.



ESSENTIAL JOB REQUIREMENTS



  1. High school diploma or GED.
  2. Two (2) years monitor experience or 48 units of completed coursework from an accredited
  3. college or two (2) years of work experience working with justice involved adults or in a related field.
  4. Current certified training in emergency first aid, preferred.
  5. Legibly, accurately and appropriately document communications, behaviors and facility events as they occur
  6. Intermediate computer skills in Office 365, Teams, Zoom and other communication/meeting platforms.
  7. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  8. Ability to pass a pre-employment criminal background check.
  9. Ability to pass a pre-employment drug screen, and TB test.
