Position Overview:

The City Manager is responsible for overseeing all aspects of parking operations within their assigned city or cities, operating with the mindset of running their own business. This role manages hiring, training, and disciplinary actions, sets parking rates, negotiates leases and agreements, and drives profitability. Success is measured by operational performance and portfolio growth through newly acquired or leased locations. The City Manager is empowered to make strategic decisions while receiving support from the executive management team.

Key Responsibilities:

Includes but is not limited to the following, as additional duties and responsibilities may be assigned:



  • Operational Leadership: Execute company policies and procedures as directed by executive leadership, ensuring alignment with regional goals.


  • Personnel Management: Hire, train, discipline, retain, and terminate employees as needed. Ensure direct reports effectively manage their teams, address performance issues, and conduct training.


  • Regulatory Compliance: Ensure adherence to all applicable federal, state, local, OSHA, ADA, and anti-discrimination regulations.


  • Client & Landlord Relations: Maintain consistent communication with landlords, respond to concerns, and ensure contractual obligations are met.


  • Revenue & Growth Strategy: Increase profitability through lease negotiations, renegotiations, and property acquisitions. Conduct business development activities weekly, including site evaluations and client proposals.


  • Marketing & Customer Base Expansion: Develop initiatives that increase the company's client/customer base.


  • Rate Management: Set, review, and approve parking rates. Conduct quarterly rate reviews and perform audits to ensure accuracy and compliance.


  • Financial Oversight: Monitor location profitability, optimize revenue streams, and reduce operating costs through strategic planning. Ensure timely collection of outstanding receivables.


  • Operational Maintenance: Maintain clean and professional locations, signage, and enforcement activity to uphold company standards.


  • Reporting & Documentation: Ensure timely submission of reports, financial documentation, payroll, and compliance records.


  • Audit & Inspection Monitoring: Conduct regular audits to verify adherence to revenue procedures and brand presentation.


  • Supervisory Responsibilities: Oversee Leads, Supervisors, Area and Operations Managers, ensuring effective personnel management. Provide coaching, training, and discipline when necessary.


  • Budgeting & Forecasting: Collaborate with regional leadership on financial planning, forecasting, and strategic initiatives.


  • Security & Asset Protection: Safeguard company assets and revenue through regular audits and security compliance.


  • Real Estate & Expansion: Direct market development efforts with the goal of acquiring new parking locations and fostering relationships with national accounts.


  • City Relations: Establish and maintain strong relationships with city officials.


  • Perform other duties as assigned.


Supervisory Responsibilities:

This role directly oversees Area Managers, Operations Managers, Supervisors, Leads, and other staff within the assigned city or cities. The City Manager has the authority to hire, promote, and terminate employees within their area of responsibility.

Qualifications

Required Qualifications:



  • Education: Bachelor's degree preferred. An equivalent combination of education and experience is acceptable.


  • Experience: Minimum of five years of progressive leadership experience in operations or business development. Strong background in multi-unit management is ideal.


  • Technical Skills: Proficiency in business software, CRM systems, and revenue analysis tools.


  • Communication Skills: Strong ability to interact professionally with landlords, customers, vendors, and internal teams. Ability to conduct presentations to key stakeholders.


  • Financial Acumen: Ability to interpret and analyze profit and loss statements.


Certificates, Licenses, Registrations:



  • Driver's License: Some positions may require driving as an essential function. Where applicable, a valid driver's license and an acceptable driving record may be required. Please review the job posting or consult your manager or Human Resources for role-specific requirements.


  • Passport required for City Managers in Canada for travel to/from the Corporate Office in Seattle, WA.

Compensation Philosophy:

We maintain broad salary ranges for our roles in order to account for variations in experience, training skills, geographic location, and market conditions, as well as to reflect our differing products and lines of business. The pay range referenced is as of the time of the job posting.
