SUMMARY

Reporting to the Deputy Director, the Administrator for the Office of Finance and Administration (OFA) drives alignment between HHS contracting and fiscal procedures and Departmental vision and strategic plans. The Finance Administrator provides adept leadership and training practices for all contracting and fiscal/budgeting teams which support HHS, develops and ensures compliance with all related policies and procedures and ensures the accuracy and consistency of financial reports. Knowledge of Medicaid and county government financing preferred.

This position is situated in the Office of Strategy Management (OSM) in the Department of Health and Human Services which uses a person-centered, holistic and integrated approach to collaboratively provide an accessible network of resources that support Montgomery County residents. As part of OSM leadership and a member of the Health and Human Services Cabinet, the Administrator works collaboratively with all other HHS Offices. Work is performed with a high degree of independent administrative judgment.

The Finance Administrator is responsible for overseeing consolidated and streamlined fiscal and administrative functions for HHS which include human resources and information technology. Department fiscal matters are centralized and the Administrator works in close conjunction with the County's Chief Financial Officer (CFO) on matters related to HHS budget development and execution to ensure that funds are allocated effectively among all HHS Offices. OFA is also responsible for procurement among the Department Program Offices, in particular ensuring that procurement processes are streamlined, coordinated, and clear to County stakeholders.

Additional responsibilities include supervision of management staff, program and policy development, implementation and monitoring of state and federal mandates and regulations, personnel management, performance evaluations, and other administrative duties. Completes all other tasks as assigned by Deputy Director of Health and Human Services.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Reporting to the Deputy Director, the Administrator:


  • Effectively builds, maintains and leads a positive, high-performing, outcomes-driven team through effective recruiting, training, performance management, coaching, team building and succession planning.
  • Effectively upholds, cultivates and communicates HHS core values, culture and strategic imperatives, ensuring they are operationalized in all areas of oversight.
  • Develops and manages initiatives with measurable outcomes.
  • Works with the Office of Performance and Planning to implement valid, reliable, and scalable processes to capture outcomes for use in quality improvement and value-based contracting.
  • Demonstrates proactive problem solving and ensures management of issues and trends.
  • Maintains alignment with the Deputy Director and Office of Strategy Management.
  • Other duties as assigned.

Specialized Duties and Responsibilities
  • Develops, manages and implements process and procedures for the interface of a complex Health and Human Services system.
  • Monitoring and allocation of Human Services Block Grant Funding.
  • Oversight of fiscal procedures and their compliance and integration in accordance with County, State, and Federal requirements.
  • Department-wide budget preparation, implementation, monitoring, & reporting.
  • Contract administration, monitoring and compliance for fiscal elements (in partnership with the Office of Performing and Planning).
  • Fiscal management, compliance, & reporting.
  • Grant and contract monitoring (outcomes and reporting).
  • Invoice and claims administration for state & federal funds.
  • Procurement process.
  • Evaluate and coordinate office support staff.



QUALIFICATION REQUIREMENTS

  • Bachelor's Degree required; MBA Accounting Healthcare Administration preferred.
  • Bachelor's degree that includes 12 credits in one of these areas finance/business/social services.
  • Plus, four years combined experience in Senior level accounting, budget, business management supervisory and management OR Any equivalent of experience and training.
  • Knowledge of principles of public administration.
  • Knowledge of basic principles and practices of supervision and administration.
  • Knowledge of applicable laws and regulations.
  • Ability to exercise judgment and discretion in interpreting and implementing departmental, state, federal and local policies and procedures.
