Compensation Grade: P25Compensation Details: Minimum: $91,922.00 - Maximum: $91,922.00 AnnuallyDepartment (OPQS) - Health Data InnovationJob Description: Responsibilities The Research Scientist III (Informatics) will collaborate with Office of Science in health informatics research, data analytic, visualization and dissemination activities to address and support state and local health partners with timely and secure access to public health data for the CDC Strengthening Public Health Infrastructure, Workforce and Data Systems grant. The aim of this grant is to help meet critical public health infrastructure needs and strategic investments that will have lasting effects on NYSDOH and public health agencies across New York State. In collaboration with staff in the Public Health Information Group, Office of Science, the incumbent will develop health informatics research questions, design solutions, propose options, implement data analytics and management tools, and document results. Further, this position will support the implementation of public health data processing, management and dissemination platform for state and local health partners; development of matching algorithms for data linkage; and conduct health informatics research. The incumbent will support system maintenance and data migration, implementation of national data standards, data governance and data stewardship, as well as develop QA/QC protocols for ongoing processes. Minimum Qualifications Preferred Qualifications At least three years of experience in data management and analysis, health information technology, data quality assessment and control, and development of information systems and data sources. At least three years of experience with C/C++, Java, Python, R, SAS or JavaScript programming, database design and SQL. Demonstrated excellent communication skills and experience collaborating with data scientists, software engineers and program managers in multiple organizations. Familiarity or demonstrated experience with machine learning, deep learning, data mining, and/or data science. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.
