PROJECT CONTROLS LEAD


POSITION SUMMARY

Okland Construction is now seeking a Project Controls Lead for our Advanced Technology business unit. This senior leadership position is pivotal in coordinating project controls and activities, including planning and scheduling, cost estimating monitoring, and quality review for a multi- billion dollar business unit. The Project Controls Lead will take charge of organizing, implementing, and monitoring all aspects of established safety and security policies, procedures, and programs to mitigate risk. This role defines and drives project controls objectives, including performance, cost, and schedule targets. The Project Controls Lead will lead the development, tracking, and maintenance of project schedules, ensuring optimal performance on active projects. Additionally, this position collaborates with the Project Director & Financial Controller to develop comprehensive budgets for all projects, monitors progress, and provides strategic reports to Okland on the project's progress and forecast. The Project Controls Lead also spearheads change management processes to quantify scope changes and performance impacts, demonstrating strong leadership and decision-making skills.

It supervises the architectural, engineering, bidding, contracting, building, and inspection from the beginning to the end of the project and specializes in concrete self-preform on a large commercial scale.

ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Assists the Project Director and Financial Controller to manage the work of project controls personnel, such as analysts, coordinators, engineers, accountants and schedulers.
  • Delegates the needs for the project, and makes sure assignments are executed by the appropriate personnel.
  • Provides guidance and consultation for the Project Director, Project Managers, Project Superintendents, and Project Accountants.
  • Communicates project goals and objectives.
  • Consults with, assists, and advises Estimating, Operations, and Finance Department management on matters involving costs or cost estimates on proposed sales, new developments, or active projects.
  • Develops project accounting structure and ensures project personnel correctly assign costs to allocated structure.
  • Develops and analyzes project budgets creating from Preconstruction efforts.
  • Identifies and solves problems as they come up.
  • Evaluates alternative problem solutions.
  • Provides means and methods to improve project profitability.
  • Develops, maintains, and provides project profitability reports.
  • Reviews preliminary schedules for inclusion in proposals and studies.
  • Evaluates technical and management proposals for work accomplishment.
  • Measures results against the plan (cost, schedule, and performance), and communicates results to others.
  • Attends project progress meetings; and identifies, develops, and provides detailed internal and external reports on progress made.
  • Works with the Project team to ensure that a project is completed on time and within budget.
  • Provide preconstruction support during project approval phase, provide historical cost data, assist in development of annual contractor purchase orders.
  • Manage internal project budget/schedule of values within project management software, for monthly financial reporting on multiple New Builds and Retrofit projects on campus.
  • Manage external project budget and communications within external project management software including commitment management, change management, document control, etc.
  • Manage monthly forecasts and cash flows, understand forecast variances, develop monthly executive reports.
  • Manage monthly vendor invoice review process within invoicing software, including project management review, third party auditing services, and communication with Accounts Payable.
  • Responsible for accurate quarterly accrual reporting for all existing PO's on campus, including communication with vendors and Finance.
  • Facilitate change order routing and review processes within project management software, content analysis, and executive approval as required.
  • Review project financial health with management team each month (via dashboards, budget software, schedule comparisons, productivity reports, etc.).
  • Management of Internal and Contractor Risk Register update & contingency evaluation. Financial closeout of internal budgets, Vendor POs, etc.
  • Work closely with Site Scheduler to compare financial forecasts and risks are in alignment with schedule updates.
  • Assistance with programmatic initiatives, training, and alignment opportunities.


REQUIRED SKILLS AND ABILITIES


  • Intermediate to advanced Excel skills
  • Must have strong communication skills
  • Must work well in a team environment
  • Must be self-motivated and able to work with minimal direct supervision
  • Experience working in the construction industry preferred
  • Primavera (P6) skills are preferred
  • Able to mentor and train junior staff



EDUCATION & EXPERIENCE REQUIREMENTS


  • Bachelors in Engineering or Construction Management, preferred
  • At least 8 years experience in Project Management or Project Controls, required
  • Certified Professional Project Manager certificate a plus
