Astrion has an exciting opportunity for a Sr Construction Program Manager for the EPASS, supporting the Air Force Division.

JOB DETAILS

LOCATION: Mountain Home, ID

JOB STATUS: Full Time

TRAVEL: 25%

REQUIRED QUALIFICATIONS / SKILLS

  • Must have and be able to maintain a Secret level clearance

    A minimum of a High School Diploma and 30 years' of directly related experience, 20 years of which must be in the DoD

    Provide demonstrated performance of work in the following areas:
  • Federal design and construction contracts
  • Providing oversight of A/E design
  • Preparing modifications to A/E and construction contracts
  • Preparing A/E design scopes of work
  • Preparing construction scopes of work for IDIQ, MACC, SABER, competitive etc. type contracts
  • Evaluating A/E and construction proposals
  • Facility and Building systems - Roofing, Building Envelope, Interior Construction, MEP (Mechanical, Electrical and Plumbing), Building automation, etc.
  • Applying the Department of Defense Unified Facilities Criteria and Uniform Facilities Guide Specifications to facility construction projects
  • Coordinating access to facilities and conduct interviews with facility personnel
  • Organizing and gathering project data, conducting analyses, and providing recommendations without assistance
  • Strong written and verbal communication skills.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint, Project), Autodesk AutoCAD and Bentley MicroStation, etc.
  • Reading and understanding CAD drawings, old blueprints, and facility/project specifications
  • Government procurement process and regulations related to A/E services and construction contracts.
  • Developing cost estimates using PACES, RS Means and other approved DOD cost estimating tools
  • Estimating common CSI Divisions associated with interior construction/renovation, utilities, pavements
  • Developing independent, local market corrected cost estimates, meeting accuracy standards specified in the DOD Unified Facilities Criteria, for Architect/Engineer and construction services throughout the planning, design, construction, and repair of facilities and infrastructure on projects ranging from $5,000 - $35,000,000 in scope
  • Developing independent cost estimates of the cost of construction contract change orders ranging in magnitude from $2,500 to $500,000
  • Reviewing A/E designs
  • Reviewing construction submittals
  • Reading and interpreting project schedules

RESPONSIBILITIES:

  • The Contractor shall provide "cradle to grave" Construction Program Manager support to the Program Management Office (PMO). Project phases are described below in general terms as Design, Construction and Closeout.
  • The Contractor shall provide Construction Program Manager support including but not limited to development of requirements based on customer input as well as compliance with Air Force guidance; contract development, review, and management of Architecture & Engineering plans, designs and specifications, maintainability review, detailed Government Cost Estimate (GCE) preparation, technical evaluations and reviews, project statement of work, statement of objectives or statement of need (SOW/SOO/SON) preparation, construction management, supplementary construction inspection, and related services necessary to support the execution of assigned projects. Work also involves proper closeout of contract efforts as well as maintenance of project electronic files and databases.
  • The Contractor shall develop requirements, cost estimates, and manage an array of projects to include but not limited to mechanical, electrical, civil, architectural, structural, and geotechnical. The Government will provide the format for all project documentation.
  • Personnel will be expected to become familiar with all current PMO processes and procedures during the initial 30 days of coming on board. This will include computer-based training on all applicable PMO unique computer database programs.
  • The Contractor shall develop all project requirements to comply with the most current Federal, State, Local, Air Force, HQ ACC, AFCEC and engineering plans and specifications criteria Unified Facility Criteria, International Building Code, National Fire Protection Association (UFC, IBC, NFPA) and standard commercial practices.
  • The Contractor shall validate that each project requirement complies with the most current version of the Installation Facilities Standards (IFS). The Contractor shall ensure and document completion of all project package reviews with the customer/user and other Base organizations as appropriate (e.g. Fire Protection, Safety, Bio-Environmental Engineering, Environmental Management, Communications Squadron, Security Forces, Installation Management Flight, Operations Flight, Engineering Flight, others as necessary). Effort includes ensuring all applicable permits are requested and approved.
  • The Contractor shall prepare detailed line-item costs estimates for all assigned projects. Cost estimates shall include at a minimum, sections for labor, material, and equipment costs. The Government will furnish cost estimating software or books. In addition, the Contractor will assess applicable cost basis, and investigate applicable recent, relevant project data that could serve to improve fidelity of the cost estimate. The Contractor will employ applicable tools within the DOD facility engineering cost estimation software, local market analysis or other applicable industry cost estimating tools as appropriate. The level of estimate shall be sufficient for the planned use thereof and in accordance with applicable UFCs, program policy, and program business rules including accuracy standards and be adjusted to local market conditions. The Contractor shall provide detailed estimates to be used by the PMO for long range planning purposes.
  • The Contractor shall track and input weekly project updates in the PMO IT Database, PMO project tracker, and other PMO workflow tools as necessary. The Contractor shall maintain all project documentation in the appropriate electronic project folders for each project.
  • The Contractor shall provide subject matter expertise to support periodic updates and briefings to the PMO, and potentially Fighter Wing (FW) leadership. This may include attending meetings or providing details for briefing slides, spreadsheets, etc.

Design Phase Responsibilities may include but are not limited to:

  • Single Point of Contact for all issues relative to the project
  • Coordinate, and review submitted data deliverables for functional and technical accuracy/completeness, and for compliance with applicable regulations and criteria in support of projects initiated or reviewed by the PMO. Assess whether technical deliverables satisfy specifications, budget, and schedules. Use the necessary tools to provide a complete technical review. Make written recommendations regarding acceptance or rejection of documents submitted by FW's, United States Army Corps of Engineers' and AFCEC's non-A&AS contractors.
  • Prepare A/E design SOWs and GCEs.
  • Responsible for all project documentation. All hard copy and electronic project folders shall contain SOW, GCE, Proposal Technical Reviews, all modifications, copies of all deliverables (electronic version when voluminous), and other project related documents.
  • Track and input weekly and monthly updates in the PMO project tracker, and other PMO workflow tools as necessary.
  • Track and input weekly project updates in the PMO IT Database.
  • When it is deemed by PMO leadership that formal designs are not necessary, the contractor shall prepare construction worthy scope packages which may include any or all of the following: statement of objectives, statement of work, government cost estimate, schedule of submittals, sketches prepared with CAD software, abbreviated specifications, simple calculations.

Construction Phase Responsibilities may include but are not limited to:

  • Coordinate Pre-Construction Conference ensuring all necessary agencies are in attendance. Additionally, ensure the pre-Final and Final Inspections are coordinated with all necessary agencies.
  • Review and respond in writing to all contractor Requests for Information (RFIs)
  • Perform bi-weekly construction inspections on all assigned engineering projects when the projects enter the construction phase. Once a week inspection must be conducted with the project inspector. Inspections involve observation of construction for general conformance with the approved engineering plans, drawings and specifications as outlined in the Unified Facilities Criteria (UFC). A record of each inspection shall be documented and provided to the project inspector and placed in the project electronic file.
  • Review contractor's request for progress payment and provide input to the PMO.
  • Track and input weekly and monthly updates in the PMO project tracker, and other PMO workflow tools as necessary.
  • Track and input weekly project updates in the PMO IT Database.
  • Responsible for all project documentation. All electronic project folders shall contain the as-built drawings (electronic version), warranty documents, contract (to include all modifications), SOW/SOO/SON, funding documents, AF Form 3064, AF Form 3065, AF Form 103, AF Form 813, Environmental Analysis, AF IMT 3000s, DD Form 1354, DD Form 1391, and all other project related documents.
  • Schedule all projects and monitor completion within the plan and schedule specified period of performance. The Contractor shall coordinate all construction activities with the PMO.
  • Elevate potential issues to the Element Chief immediately and make recommendations for resolution. The Contractor shall review, prepare recommend contract change orders, and project closeout procedures to verify successful completion of the construction contract.
  • Ensure that all requests for Utility Outages and/or Road Closures are properly coordinated at least two weeks prior to occurrence.
  • Ensure AF Form 813, NEPA and associated Environmental Compliance requirements are complete and up to date.

Closeout Support may include but are not limited to:

  • Ensure all project documentation is filed in electronic files, and all fields in NEXGEN IT are up to date.
  • Ensure As-builts, O&M manuals, warranty, shop training and beneficial occupancy date (BOD) paperwork are complete and approved by the Government prior to closeout.
  • Ensure an Interim Form DD 1354 is provided on day of acceptance. Real Property has 10 days to process form. Refer to UFC-1-300-08 for process.
