Job Summary
The Fire Business Operations Supervisor is a working supervisor whose role is to supervise administrative personnel in the Fire Department, and to perform a variety of professional level tasks related to data analysis and management of software applications. The Fire Business Operations Supervisor schedules, prioritizes, manages, and reviews the workload of assigned staff. The incumbent closely tracks the performance of the team and ensures a high standard of service delivery to all customers. Additionally, this position is responsible for the oversight and coordination of assigned programs, tasks, and software applications. Assists the department's administrative staff, on an as needed basis, with the department's administrative needs such as purchasing and timekeeping. Develops, implements, and maintains business processes.

Distinguishing Characteristics : The Fire Business Operations Supervisor supervises personnel in the Fire Department in addition to serving as a technical resource. This position works closely with the Chief Administrative Officer to plan and implement operational goals for their focus area. This position works closely with Information Technology (IT) staff through the implementation of software applications and as needed, assists the department's administrative staff with timekeeping and budget tasks.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Supervises Fire personnel, including coaching, motivating, training and delegating assignments; monitoring performance; conduction performance evaluations; taking disciplinary/corrective actions; recommending salary increase and promotions; and recommending hires and terminations.
  • Works collaboratively with internal customers and Fire Administration to develop and maintain an annual work plan for their team. Provides periodic updates to Fire Administration.
  • Prioritizes daily tasks for the team to ensure delivery in keeping with the annual work plan. Periodically reports progress using key performance metrics to Fire Administration.
  • Acts as the department administrator for various electronic systems used by the Fire Department.
  • Performs project management functions including research, preparation, and presentations for new or existing programs. Works closely with vendors and other involved staff to coordinate staff, training, budget, and other project resources.
  • Coordinates with IT staff, vendors, and consultants in acquiring, testing, developing, enhancing, and implementing applications to improve functionality of systems.
  • Documents business requirements and effectively communicates requirements to staff. Verifies that business requirements are met by proposed and implemented solutions.
  • Develops policy and process in concert with staff to ensure system integrity, accuracy, and controls for various systems.
  • Performs a variety of research and analysis of issues and prepares reports of findings and recommendations.
  • Gathers and analyzes data for use in collective bargaining. May participate in bargaining as needed or assigned.
  • Compiles and produces reports and statistical information.
  • Provides technical assistance and training to the department concerning IT projects.
  • Provides systems and analytic data reports to management to provide support with reporting.
  • Provides user training and technical support to Fire Department staff. Develops training materials and conducts classes.
  • Writes and reviews department related policies, procedures, correspondence, position papers, and forms as directed.
  • Represents the department on internal and external committees and professional organizations.
  • Serves as a backup to the Chief Administrative Officer as needed.
  • Fosters a positive and supportive work environment; promotes diversity, equity, inclusion, and belonging in the workplace, contributing to an environment of respectful living and working in a multicultural society.
Peripheral Duties:
  • Performs functions as assigned in the City's emergency response plan in the event of an emergency.
  • May serve as a backup to initiate and process payroll and timekeeping documents for department divisions, including: Personnel Action Forms as outlined in various contracts to initiate step increases, leave adjustments, status changes, and leave types. May maintain comprehensive records pertaining to payroll preparation and tracking of leaves and adjustments.
  • Other projects and duties as may be assigned by the director or other management staff in the department.

Knowledge, Skills and Abilities

  • Knowledge of basic managerial principles, including development of performance goals, translation into a well-prioritized work program, and monitoring of budgets.
  • Knowledge of technology applications pertinent to Fire operations; solid understanding of business management systems requirements; and ability to apply technical knowledge and understanding as an additional resource for the department.
  • Excellent interpersonal skills for establishing and maintaining effective working relationships. An ability to effectively communicate complex information verbally and in writing to a wide audience. Ability to effectively facilitate diverse groups.
  • Ability to troubleshoot user errors. Ability to read and comprehend technical manuals and apply their contents to solving problems.
  • Excellent project management, planning, organizing, problem solving and time-management skills.
  • Knowledge of workflow modeling and requirements documentation processes and software.
  • Advanced skill in the use of Microsoft Office suite, including spreadsheet software and graphics capabilities. Ability to develop charts, graphs, and other explanatory materials as needed.
  • Ability to maintain confidences and routinely handle sensitive department materials.
  • Ability to effectively use a variety of automated systems, database and report-writing software.
  • Ability to work effectively under pressure, set and meet schedules and timelines while effectively coordinating multiple programs and projects.
  • Ability to plan, implement, and evaluate work programs.

Qualifications

Minimum Qualifications:

  • Education: Bachelor's degree in Business Administration, Public Administration, Information Technology, or related field.
  • Experience: 5 or more years of progressively responsible experience in data analytics, information systems, business systems analysis, or a related field.
  • Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.
Licenses and Other Requirements:
  • 2-3 years of supervisory experience preferred.
  • Must have a valid Washington State Driver's license and ability to remain insurable under the City's insurance to operate motor vehicles.

Physical Demands and Working Environment:
Work is conducted in a typical office setting. Position typically requires extended periods of sitting while performing keyboard operations. Occasional driving to other locations throughout the City and neighboring jurisdictions may be required.
